- The Naval Air Systems Command (NAVAIR), Precision Strike Weapons Program Office, Patuxent River, MD is conducting a market survey to identify potential business sources who have the resources, capabilities, and experience to successfully deliver nineteen (19) umbilical cables, according to the specifications below, by a desired date of August 2020. NAVAIR intends to use the information provided in response to this Sources Sought Synopsis / Request for Information (SSS/RFI) to aid in refining its acquisition strategy, budget assumptions, and statement of work for this effort. REQUIREMENTS: The Government requirement is for twelve (12) each of P/N 642AS2068-1 for use on a 209 Class Submarine and for seven (7) each of P/N 642AS2118-1 for use on a Romeo Class Submarine. These two items have a similar build but are different in length. The older tapered snake head cable end is preferred however, if it is no longer possible to do the older end, the new cable end will also meet the Government requirement. These cables are used for the Encapsulated Harpoon Certification and Training Vehicle (inert) and they are identical to All Up Round (AUR) cables. Drawings of the cables will be provided upon request. The Government has drawings of the parts specified above as well as drawings that show newer cable procedures that could be incorporated into the build of the items and used to create a new drawing as needed for development. Some of the drawings are marked with Distribution Statement D which limits distribution of the document to United States (US) Department of Defense (DOD) and US DOD contractors. Some of the drawings are marked with Distribution Statement F which requires permission from the program office to further disseminate. The drawings may NOT be distributed to foreign contractors/foreign nationals in either case. As a result of this constraint, the drawings will be made available to DOD Contractors through the DOD SAFE Website, upon approval by the program office as applicable. In order to gain access to the drawings, please provide Cage Code and e-mail address to Ms. Megan Spence of NAVAIR Contracts at megan.e.spence1@navy.mil and Ms. Jennifer Alvey of NAVAIR Contracts at jennifer.alvey@navy.mil. Once Ms. Spence or Ms. Alvey verifies the Cage Code and gains program office approval as necessary, an e-mail will be issued to you providing the DOD SAFE link and a unique password to be used to download the drawings. Once the drawings have been downloaded, the password will expire. REQUESTS FOR THE DRAWINGS BY TELEPHONE WILL NOT BE ACCEPTED. SUBMISSION CONTENT: Written responses to this SSS/RFI are requested to be no more than 10 single-spaced, 8.5 x 11 inch pages using 12 point Times New Roman font minimum. If the material provided contains proprietary information, please mark accordingly and provide disposition instructions (submitted data will not be returned). Classified material shall not be submitted. The response should include, but is not limited to, the following: a) A one page company profile to include Small Business Administration (SBA) business size classification (i.e. large, small, small disadvantaged, service disabled, veteran owned, HUB Zone, etc.), number of employees, Cage Code, DUNS number, NAICS Code, major products, primary customer base, statement on whether your interest in this sources sought is for the purpose of becoming the prime offeror or to inquire about subcontracting possibilities, and points of contact who are able to discuss the material submitted. Companies should indicate whether they are a manufacturer or non-manufacturer, based on the regulation contained in FAR 19.102(f). b) A description of your company's past experience and performance of similar contracts, including whether any of these have CPARs ratings. c) A summary of your company's capability and approach to meet the requirement. d) Any other information your company deems necessary to aid the Government in refining its acquisition strategy and assessing your company's capability. SUBMISSION INFORMATION: Interested offerors shall respond to this SSS/RFI no later than 10:00 AM (Eastern) on 08 October 2019. All interested offerors must be registered in the System for Award Management (SAM) to be eligible for award of Government contracts. Interested offerors shall provide electronic responses via email. Electronic responses shall be submitted in Microsoft Word or Microsoft Excel format, or Portable Document Format (PDF).
