Description
Update as of 9/24/2019: The page count limit is revised to ten (10) pages. This is a Request for Information (RFI) only. Do not submit a proposal or quote. After reviewing the draft Performance Work Statement (PWS) interested capable contractors are invited to provide responses to the following questions. Responses should follow this format and be submitted electronically as one complete document. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. The US Army 7th Signal Command requested the Product Manager (PdM), Installation Information Infrastructure (I3MP) to document the requirements for the design of a Technical Control Facility (TCF) at Camp Roberts, California. PdM I3MP is providing program management, and is responsible for the TCF project oversight function for the U.S. Army Network Enterprise Technology Command (NETCOM), the 21st Signal Brigade, and the 302nd Signal Battalion. The goal of the program is to engineer, furnish, install, secure and test (EFIS&T) a new TCF that will be located inside the new Satellite Earth Terminal Facility. The draft PWS describes the operational need for a system engineering solution set that will replicate existing Army equipment and functionality or modernize existing equipment to newer technologies in order to meet the Army's goal of migrating to Everything over Internet Protocol (EoIP) architecture. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work as defined in the PWS, except for those items specified as government. Does your company have experience as a prime contractor administering similar efforts? •2. If you answered "yes" to Question #2, please provide as much of the following information as possible; •a) Similar effort contract number(s); •b) Aggregate dollar value of entire similar effort contract; •c) Aggregate dollar value of task orders you prime on each similar effort; •d) Number of task orders you prime on similar efforts; •e) Percentage of Work Performed by your company; •f) Percentage of Work Subcontracted to other contractors; •g) Is the work on each effort similar in scope to the work described in the attached Description of Requirements document? •h) What level of work of this type have you had on task orders during the past 5 years? •3. After reviewing the draft PWS, does your company possess the capabilities to propose to the planned strategy? •4. If you answered "no" to Question #3, please provide additional information that would be needed. (Ex. site survey must be conducted, additional technical info, drawings, etc.) •5. Is there sufficient information in the Draft PWS to enable your company to provide a complete proposal response? If not, what do you recommend? •6. What is your company's ability to use the Army's Computer Hardware, Enterprise Software Solutions (CHESS) program or to obtain a statement of non-availability, in a timely manner? •7. Please provide positive or negative feedback regarding the draft PWS such as recommended changes, noted exceptions, ambiguities, etc. •8. It is the Government's intent to award this effort with a Period of Performance (PoP) based on a "Phased" approach? The Phases are: Phase I - Systems Engineering Phase II - Infrastructure Installation Phase III - TCF C-E Equipment Furnish, Install, Secure and Test and Training Phase IV - Equipment Migration & Circuit Cutover Plan Implementation Phase V - De-Installation (Existing Army TCF C-E and Infrastructure) Please provide a recommendation on the duration of each Phase. The Government will consider other approaches proposed to us based on the requirements outlined in the PWS. •9. Please provide your company's suggested NAICS code for this effort. Interested companies shall provide a "White Paper", no more than five (5) pages, excluding the cover pager, in length describing how its products and technical expertise could produce and deliver such capabilities as described in the attached SOW. Response Format: Responses shall be single-spaced, 12-point font, and not less than 1 inch margins. Based on the page limits set forth above, the total length of the response shall not exceed ten (10) pages, excluding the cover page. In accordance with FAR 15.201(e), a response to this RFI is not an offer and cannot be accepted by the Government to form a binding contract. The Government will not award a contract on the basis of this RFI, nor pay for information provided in response. This information will not be returned. Corporate information marked Proprietary, such as non-public pricing or bid strategy, will be safeguarded. The final requirements and acquisition strategy for the effort may be different from what is described in the attached PWS and Draft Requirements Document.
