Market Research Questions Draft Statement of Work The Department of State is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement to provide support in the areas of Information Technology (IT) Operations and Maintenance, Database/Applications Development, Cyber Security Compliance, to meet the needs of the "Application Development Group Federation" (ADG-F) activity for the U.S. Department of State, Regional Support Center (RSC), for the Bureau of European and Eurasian Affairs (EUR), the Bureau of International Organization Affairs (IO) and all other Regional Bureaus and Diplomatic Missions overseas. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541512. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. No solicitation document is available, and telephone and email requests for a copy of the solicitation will not be honored. Any response to this notice must accompany details expressing clear and convincing evidence of prospective contractors experience, capability and capacity to perform this requirement. This requirement is in its infant stage of development; therefore the information collected is for market research. This RFI serves as a market survey to query the capability of the competitive market. *** Responses must clearly demonstrate capabilities through examples of previous and/or current on-site shredding contracts or experience closely related thereto. Answer the enclosed Market Research Questions. Vendors must specifically address the following capabilities: • Understanding and familiarity with leading the development of technical documentation used to achieve Authority to Operate (ATO) on a federal networks. This aligns with the System Development Life Cycle for information systems. • Provide copies with their performance evaluations from the previous contracts • Provide a list of classification status' they have worked with • Experience with classified and unclassified operating environments • Ability to increase and decrease staffing levels according to workload •Provide facility clearance level BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by September 26, 2019 at 10:00 AM ET. It is requested that all interested parties submit the following: a capability statement addressing each of the requirements and the attached Contractor Information Sheet.
