Description
Notice of Intent to Award Sole Source to Central Mine Equipment Company. The U.S. Army Corps of Engineers- Vicksburg District, in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, intends to award a sole source purchase order to Central Mine Equipment Company, 4215 Rider Trail North, Earth City, MO. 63045-1106 for repairs on One (1) CME -850X Drill Rig. This will require the contractor to provide all supervision, labor, and equipment/tools necessary to rebuild the power train and drill. All seals, gaskets, hoses, belts, knobs, wiring, switches, and gauges shall be replaced with new CME parts. All other parts are required to be inspected and measured against the CME reusability guidelines. All parts will be replaced with CME parts or shall be reconditioned to meet CME specifications. Dealer shall have capabilities of performing 90% of all work in house reducing the need for 3rd party companies to complete rebuild scope of work in time frame allowed and controlling the quality of work performed. Dealer shall provide safety performance records covering last three years and shall demonstrate of a Total Recordable Incident Rate (TRIR) of no more than 3.5 for the last three years and a Lost Time Incident Report (LTIR) of no more than 1.25 for the last three years. Dealer shall also be able to provide a written a safety and environmental plans if requested. Dealer shall have capabilities of performing testing of major components of machine rebuild and provide documentation of components meeting or exceeding original performance guidelines of machine. Example horsepower, torque, pressures etc. Authority permitting other than full and open competition for this requirement is 10 U.S.C. §2304(c)(3) and FAR 13.106-1(b)(1)(i). A copy of the Justification and Approval for Other Than Full and Open Competition is attached. This is not a Request for Quote (RFQ) and no solicitation is available for this procurement. Nevertheless, any firm or individual that believes it is capable of meeting the Vicksburg District's requirements described herein may submit a capabilities statement; by 10:00 A.M CST on Tuesday, 08 October 2019. Responses to this posting must be submitted via e-mail. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
