Description
THIS AMENDMENT REVISES THE NAICS FROM 441228 TO 336999 WITH SMALL BUSINESS SIZE STANDARD 1,000 EMPLOYEES. IT ALSO EXTENDS THE RESPONSE DATE TO SEPTEMBER 26, 2019 AT 1 PM MOUNTAIN. COMBINED SYNOPSIS/SOLICITATION Snowcat OHV and matching trailer delivered to the National Weather Service in Bellemont, AZ. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RFQNWWT4201-19-00139. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. (IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 336999. The small business size standard is 1,000 employees. (V) Line Item 0001 - Quantity 1 EACH. Snowcat for off-highway winter use when snow conditions prohibit passenger vehicle travel. Price to include freight shipping to FOB Destination. The National Weather Service intends to trade-in an existing snowcat, 2004 Litefoot II, in conjunction with this acquisition. Photographs and additional details of the trade-in are provided in the attached statement of need. Line Item 0002 - Quantity 1 EACH. Trailer for transport of the snowcat described and provided for in line item 0001. Price to include freight shipping to FOB Destination. The National Weather Service intends to trade-in an existing trailer, 2004 Maxey FT-18-2(6k) E, in conjunction with this acquisition. Photographs and additional details of the trade-in are provided in the attached statement of need. (VI) Description of requirements is as follows: This requirement is for the purchase of a total quantity of one tracked snow-vehicle and one appropriately matched transport trailer, to be used to access the Doppler Weather Radar site near Flagstaff, AZ during the fall, winter, and spring when equipment maintenance is needed. Details about the operating environment a minimum requirements of the snowcat and trailer are provided in the attached statement of need. This acquisition includes the intention to trade-in existing used snowcat and trailer equipment. Details about this equipment are provided in the attached statement of need. (VII) Dates and place of delivery and acceptance: Line items 0001 and 0002 are to be delivered within 60 days of contract award to: National Weather Service Hughes Ave Building 49 Camp Navajo Bellemont, AZ 86015 The shipper must contact Mike Moroney at 928-556-9161 x260 prior to delivery of the equipment, and pick up the trade-in. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (OCT 2018), applies to this acquisition. This is a Best Value acquisition. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Quotes that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Quotes shall be fully executed and returned on your own company quote format; there is no standardized form to submit for this RFQ. a)The quote must include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. b)The quote must include the representations required at FAR 52.204-24, included in the attached Provisions. 2. Submit quotes to the office specified in this solicitation at or before the time specified in the solicitation. E-mail quotes are acceptable and preferred, and shall be sent to Jen Brown, jen.brown@noaa.gov. Quotes may also be faxed to Jen Brown at 801-524-5246. If you send the quote by fax, please call 801-524-5125 x239 to confirm the fax was received. 3. At a minimum the contractor shall provide the following information: a)Point of contact name, telephone, and e-mail address. b)DUNS Number (IX) FAR 52.212-2, Evaluation-Commercial Items, applies. The following factors shall be used to evaluate offers: (i) Price (ii) Technical capability to meet Government requirements (iii) Past performance (evaluated by contacting references, either provided by the contractor or found by the contracting office) (iii) Compliance with solicitation requirements These evaluation factors, other than price, when combined, are approximately equal to price alone. (X) The provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, must be completed and included with the quote. (XI) FAR 52.212-4, Contract Terms and Conditions-Commercial Items (DEVIATION 2017-02), applies to this acquisition. (XII) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEVIATION 2017-02), applies to this acquisition. The additional FAR clauses applicable to the acquisition are provided in the attached Clauses. (XIII) Additional terms and conditions that apply to this acquisition are detailed in the attached Must Read RFQ Documents. (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating do not apply. (XV) Quotes are required to be received in the contracting office no later than 1:00 P.M.
