Description
The purpose of this Sources Sought is to identify qualified and experienced firms interested and capable of performing the work described herein. This notice is posted as a market research tool only. The Government will utilize this information in determining an acquisition strategy. This Sources Sought Notice is for firms with the following North American Industry Classification System (NAICS) Code: 336611 - Ship Building and Repairing. The Norfolk District, Corps of Engineers is examining the feasibility and industry interest in executing a multiple award task order contract (MATOC) to accomplish all or any of the required repairs up to and including cyclic Drydock availabilities and emergency repairs. Interested firms may indicate their interest/capability. Ability to execute all capabilities is not required, however, selection criteria will consider interested firms' ability to accomplish the maximum breadth of contingencies. The Norfolk District, Corps of Engineers is seeking qualified and experienced firms capable of performing routine and on-demand/emergency maintenance of various types of vessels. The current anticipated acquisition strategy includes two pools of vessels. The Government desires that awardees provide proposals on most, if not all, requests for proposals within their designated pool at the task order level, unless there are quantifiable extenuating circumstances that prohibit providing a proposal. It is anticipated that pool A would include the three largest vessels that require a Marine Travellift, SynchroLift or Drydock capable of lifting vessels over 75Tons or over 24ft Beam. Pool A would include programmed, cyclic maintenance and Drydocking as well as unplanned and/or emergency repair of a 104 foot derrick boat, 80 foot crane barge, and 61 foot aluminum foil assisted catamaran. It is anticipated that pool B would include the District's smaller vessels, including a 65 foot aluminum monohull survey boat, a 56 foot aluminum monohull debris tender, several smaller craft ranging from 12 to 26 feet in length and their accompanying trailers. Pool B would include programmed, cyclic maintenance and Drydocking as well as unplanned and/or emergency repair. Additionally, Pool B would include projects where only pierside maintenance and repair are required. The Government will reserve the right to determine if requests for proposal at the task order level are solicited from Pool A, Pool B or both. In addition to programmed cyclic maintenance, the Contractor will be required to conduct demand and/or emergency maintenance on vessel systems, to include, but not limited to, engine repair, electrical repair, hydraulics repair, load handling equipment repair, propeller replacement, outboard repair, etc. Diving services IAW EM 385-1-1 and towing services will also be required under this MATOC. The Contractor shall be capable of performing maintenance and repair at either the Contractor's facility or the US Army Corps of Engineers, Norfolk District. Contractors should be prepared to execute multiple, simultaneous task orders, if required. Order Limitations shall be set within the Solicitation document, in accordance with FAR 52.216-19. The Norfolk District desires to award of a Multiple Award Task Order Contract (MATOC) with a five (5) year base. The contract maximum is anticipated to be approximately $5,000,000.00 over the life of the agreement. This office anticipates award of a contract for these services no later than March 2020. Document "Ship Repair Sources Sought Attachment A" is attached for Potential Offeror's use. This document shall address, as a minimum, the Relevant Experience to include experience in performing efforts of similar size (value), scope (ship repair) and complexity (cyclic maintenance/drydocking, ship repair, engine repair, etc.) within the last 5 years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to this project. Also, this document will identify whether the interested party is a small or large business. Place of Contract Performance: Within 100 miles of Norfolk, Virginia, United States of America This Sources Sought Notice is not a request for Proposal, and should not be construed in any manner to be an obligation of the U.S. Army Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request. No solicitation is currently available. Interested Firms shall respond to this Sources Sought Notice no later than 2:00 PM EST 11 October 2019. Firms that submitted responses to an initial Sources Sought Notice for Norfolk District Vessel Repair, Solicitation Number W91236-19-B-0011, posted 17 December 2018, are highly encouraged to submit a response to this sources sought in order to provide the Government recent and relevant market research to validate the intended acquisition strategy.
