- BACKGROUND : The National Oceanic and Atmospheric Administration (NOAA) National Data Buoy Center (NDBC) is performing a technology refresh of their Coastal-Marine Automated Network (C-MAN) and is exploring options for modern products and services. The C-MAN measure and transmit meteorological and oceanographic data from coastal marine areas to shore side processing centers. The data are then made available to the public for use in marine and aviation applications. NDBC anticipates refreshing all 45 C-MAN stations with an additional 50% in spares. These stations are located in harsh and often remote marine environments, and routine maintenance/ service is typically not conducted before the end of an instrument's survivability. There are no available utilities at these sites. NDBC plans to own and maintain the equipment. NDBC's webpage: https://www.ndbc.noaa.gov/ Summary of Minimum Technical Requirements NDBC is seeking the following, either through individual or combined products: 1) Meteorological sensor(s) that ; a)Are capable of measuring air temperature, atmospheric (barometric) pressure, relative humidity, dewpoint, wind speed and direction; b)Support(s) real time data collection; c)Have either analogue or digital outputs; d)Have a minimum of 1-2-year time between calibration/ field service; e)Meet(s) or exceed(s) the specifications listed in Table 1. 2) Oceanographic sensor that a)Is capable of measuring sea surface temperature; b)Supports real time data collection; c)Have either analogue or digital outputs; d)Supports wireless or wired data transmission, with wireless preferred; e)Have a minimum of 1-2-year time between calibration/ field service; f)Meets or exceeds the specifications listed in Table 1. 3) Includes a DC power supply for a payload or station platform (See Sources Sought Notice # NWWG2200-19-RFI- 0006); 4) Telecommunications equipment that a)Accepts data and transmits via satellite. No preferred satellite networks. b)Supports two-way communication. c)Interfaces with existing shore side facilities. d)Transmits at a designated interval. 5) Payload/ Data Acquisition System that a)Meets the requirements listed in (1) DC Power Supply (See Sources Sought Notice # NWWG2200-19-RFI- 0006) and (2) Telecommunications. b)Has a combination of analogue and digital in/outputs. c)Logs and stores data. d)Can average and correct data. e)Can format transmission messages. f)Can perform NDBC specific calculations- i.e. peak winds. REQUESTED INFORMATION : Interested parties are encouraged to submit a response, no greater than 10 pages in length per individual requirement, which supports the company's claim that it presently has the capability to provide any of the products listed in the ‘Requirements' section. If there are areas of the requirement that your company and/or perspective team cannot meet, please identify those areas in your response along with amplifying information as to why your team cannot meet the government's request. The intent of the announcement is to identify sources that are qualified Small Business concerns, including Small Business, Small Disadvantaged, Women Owned and Veteran Owned firms in support of NDBC. This Sources Sought notice is for planning and market research purposes only, and shall not be construed as a commitment on the part of the Government for follow-on acquisition. Respondents are solely responsible for all expenses associated with submitting information to this notice. The purpose of this notice is to obtain information and identify potential sources as part of the NOAA, NDBC, and Eastern Region Acquisition Division's (ERAD) market research to determine if commercial items or non-developmental items are available to meet the Government's needs or could be modified to meet the Government's needs in accordance with Government's Technical Requirements. Interested vendors are encouraged to register within https://www.fbo.gov/ to receive a notice of availability if and when a solicitation for this requirement is issued. This is a Sources Sought notice only.
