DISCLAIMER: This Request for Information (RFI) is being issued in accordance to FAR Part 5.205(c), Special Notices, for market research, information and planning purposes, and is not to be construed as a commitment by the government. In addition, this notice is in support of a potential Justification and Approvals (J and A) pursuant FAR Part 6.302-1, Only One Responsible Source. This is not a solicitation announcement for proposals. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing the information in response to this announcement and any follow-up information requests. Respondents deemed fully qualified will be considered in any resulting solicitation for the requirement. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and will not be accepted by the Government and no contract will be awarded pursuant to this announcement. Respondents are solely responsible for all expenses associated with responding to this RFI. NAWCTSD will not address any questions concerning the composition, requirements, or the nature of services to be performed under any future Request for Proposal (RFP). 1.INTRODUCTION: The Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, is seeking information from any interested contractor that possesses the capability to upgrade the current Marine Corps and USAF V-22 Pilot, Enlisted Aircrew and Maintenance courses of instruction from proprietary Flash Based Kreus SCORM courseware software baseline to Commercial off the Shelf Adobe Captivate HTML5 SCORM based courseware format. The contracting action resulting from any future RFP will provide the government with courseware in the Hyper Text Markup Language version 5 (HTML5) format. This format will be deployable on virtually any modern internet browser without the need for additional plug-ins and will be editable using Commercial Off-The-Shelf (COTS) editors, at a significantly lower cost. 2.PROGRAM BACKGROUND: A previous partial conversion of existing V-22 courseware in Flash-based format converted the software to Adobe Captivate with HTML5 format in support of existing training devices in use by the Center for Naval Aviation Technical Training, (CNATT) Maintenance Training Schoolhouse and Marine Medium Tiltrotor Training Squadron 204 (VMMT-204) at MCAS New River. This new future contract action will complete the courseware package to include the Q and A database. The MV-22 courseware was procured through Logistic Services International, Inc. (LSI). LSI delivered the courseware in a Flash Based format using the proprietary LSI Kreus authoring software. The Government s current acquisition strategy for this requirement is to issue a contract action with LSI on a sole source basis to perform the remaining conversion of the courseware; however, the Government is conducting market research to assess whether other potential sources have the capability to perform this requirement. 3.ELIGIBILITY: The potential NAICS code for this requirement is 541330_a_Except, Military and Aerospace Equipment and Military Weapons, with a size standard of $41,500,000.00. The Product Service Code is 6910. Companies must identify their size status relative to the $41.5M size standard, the results of which will be utilized as guidance to determine any potential set-aside basis. If you are a small business interested in being the prime contractor for this effort, please be advised that the FAR 52.219-14 Limitations on Subcontracting clause has changed. Deviation 2019-O0003 is now in effect which adds the definition of Similarly Situated Entity and changes the 50% calculation for compliance with the clause. Small business primes may now count first tier subcontracted work performed by similarly situated entities as if it were performed by the prime itself. To assist in our market research and determination of any applicable small business set-aside opportunities for this effort, if you are a small business interested in priming this effort and plan to utilize similarly situated entities to meet the Limitations on Subcontracting, please identify the name and CAGE Code of the specific firm(s) you intend to partner/subcontract with to meet the requirements as well as their SB size status under the NAICS that you as the prime would assign for their workshare. Information regarding any planned similarly situated entity should be included in answering any questions outlined in the SSN in order to assist the Government s capability determination. 4.REQUESTED INFORMATION: Interested parties must submit their response with any supporting documentation to include the following: a. An UNCLASSIFIED description of the respondent s general capabilities to support this effort. b. CAGE code, DUNS Number, and mailing address c. Business size. Indicate whether Contractor is a Large Business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. d. POC to receive/provide additional information or clarification e. A capability summary, which contains a detailed description and the basis for why the respondent believes it can satisfy the conversion requirements from the identified proprietary software into the identified commercial format. 5.OWNERSHIP OF RESPONSE TO RFI: All information received in response to this RFI marked as proprietary will be handled accordingly. Information provided as a response to the RFI will not be returned. 6.RELEASE OF CLAIMS, LIABILITY, AND PREPARATION EXPENSES: Under no circumstances shall NAWCTSD be responsible for any response preparation expenses, submission costs, or any other expenses, costs, or damages of whatever nature incurred as a result of the respondents participation in this RFI process. Respondent understands and agrees that they submit a response at their own risk and expense, and release NAWCTSD from any claim for damages or other liability arising out of the RFI process. 7.RESPONSES International Traffic in Arms Regulations (ITAR). If the respondent is a foreign owned, controlled or influenced (FOCI) concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required.
