COMBINED SYNOPSIS/SOLICIATION ‘COMBO': Temporary Overwatch Shelters Davis-Monthan Air Force Base, Arizona, 85707 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-19-Q-U022 is hereby issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06 effective 10 September 2019. The DFARS provisions and clauses are those in effect to DPN 20190913 effective 13 September 2019. The AFFARS provisions and clauses are those in effect to AFAC 2018 effective 25 May 2018. Wage Determination No. 2015-5473 Revision 08, dated 02 August 2019, is incorporated both in this solicitation and subsequent contract. (iv) The set aside for this acquisition is for total small businesses with an associated North American Industrial Classification System (NAICS) code of 332311 with a small business size standard of 750 employees. The following clause is applicable to this solicitation: As prescribed in 32.706-1(a), insert the following clause: 52.232-18 -- Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. (End of Clause) (v) The Government intends to award a firm-fixed priced contract for the following: Contract Line Item Number (CLIN) 0001: [Qty. 3: Each] - Temporary Overwatch Shelters Extended Description: (at a minimum) *or equivalent a.Equipment Dimensions - W-12", L-16"2", H-7" b.Metal Roof - 26 Gauge R-Panel Vertical Application c.Roof Purlins: 18 Gauge Roof Purlins will be used on center spacing (5"7 3/16") d.Sheet Metal Panels: 26 Gauge R-panel Horizontal Application (any 2 sides) e.Frame: 2" x 3", 14 Gauge Galvanized Steel f.Color: Tan g.Loads: 10 lbs. roof; must withstand 90 MPH wind velocity h.Placement: Shall be installed at exact location current temporary fabric tents are located, which will be disclosed at time of award. Temporary Ground Anchors Incorp. With Concrete Jersey Barriers for Shelters (at a minimum) *or equivalent a.Spiral Anchors must be used to ensure total structure weight cannot be compromised by wind velocity. b.Spiral Anchors must be screwed into the ground until the top plate is in full contract with the soil. c.Spiral Anchors must be made of durable metal(s) and have the ability to resist corrosion over time. d.Spiral Anchors must be incorporated with use of Government provided concrete jersey barriers, to assist with the anchoring of the shelter. Contractors may request jersey barriers when ready to receive and anchor equipment to soil. **Upon award, the Government will be responsible to support base dig permit procedures and ensure they are approved, thus allowing the contractor to perform installation of equipment. The Government intends to use Concrete Jersey Barriers as primary support systems and installed spiral anchors as secondary. ** Shade equipment must allow for a vehicle/truck to enter/exit shaded area without touching the top of the metal roof. Due to general Government operations and proposed location of the current structures, the vehicles will frequently drive over a cement curb to enter and exit shelter. ** Equipment delivery and installation must be accomplished within 90 days after award receipt of award. ** The contractor shall comply with all applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the government will assume no liability or responsibility for the contractor's compliance or noncompliance with such responsibilities. ** The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, scaffolding, equipment, and materials. The contractor is responsible for removal and proper disposal of all job related waste material at a permitted site. (vi) Delivery Information: Delivery shall be Free On Board (FOB) Destination. Final destination address will be made available at time of award. (vii) Evaluation Criteria: The Government intends to award to the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation as the offeror's capability to meet the defined salient characteristics of the product/service as delineated in this document, and any corresponding attachment(s). The Government intends to evaluate offers and award without conducting discussions, which is subject to the discretion of the Contracting Officer. Therefore, the initial quotation should contain the offerer's best terms from a price and technical standpoint. Offers that fail to submit required representations and information requested under this solicitation thereby reject the terms and conditions and shall be excluded from consideration. *The Government reserves the right to make multiple or no award.
