- The Federal Aviation Administration (FAA) has a requirement for technical and analytical engineering services to support the development and testing of a next-generation collision avoidance system, called Airborne Collision Avoidance System X (ACAS X). The purpose of this market survey is to gain a better understanding of the industry and potential offerors. Specifically, FAA is seeking: (1) information concerning the organizations who wish to support future ACAS X efforts and the breadth of experience and capabilities that they can offer; (2) comments on the draft Statement of Work (SOW), and (3) information for the FAA to consider in its acquisition planning, such as choosing the method and type of procurement. The Government has identified the following North American Industry Classification System (NAICS) codes as the most applicable and appropriate for this procurement: a.541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biology), designated small business at 1,000 employees; b.541330 - Engineering Services at $16.5 Million, except Military and Aerospace Equipment and Military Weapons at $41.5 Million; c.541611 - Administrative Management and General Management Consulting services, designated small business at $16.5 Million; and d.541618 Other Management Consulting Services at $16.5 Million. A contractor s failure to respond to this market survey does not necessitate the exclusion of that contractor from any possible future competition. However, the failure of adequate small business participation in this market survey would result in the Government determining there are not sufficient qualified and interested small business firms to justify setting aside this procurement for small business.
