Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole source contract with General Electric Company (GE), Lynn MA, for three (3) Cost Reduction Initiatives (CRIs), with an option for two (2) additional CRIs, in an effort to reduce T408 Engine production and unit cost. The contract will include non-recurring and recurring engineering associated with cost reduction initiatives, engineering changes, parts obsolescence, production tooling, qualification testing and delivery, and technical, administrative and financial data required to implement those initiatives into the T408 engine. GE has been the designer and developer of engines for the CH-53K helicopter, and, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes herein. GE has an established supplier base and manufacturing processes, which are critical for the quality production and the timely delivery of the T408 engines. The intended contract will be issued as a delivery order under the Basic Ordering Agreement, N00019-16-G-0005. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This synopsis is for informational purposes only. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capability statements received within thirty days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
