Page 2 of 2 The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with The Marlin Company located at 10 Research Parkway., Wallingford, CT. 06492. This requirement will be to provide Electronic Communication Station (ECS) Annual Subscription Service for the VA Long Beach Healthcare System (VALHS). The Office of The Director at VA Long Beach Healthcare System requires an annual subscription to include 1 (one) Electronic Communication Station (ECS) & 29 clones. The ECS is digital signage for workplace communications. A single ECS program is known as a kit, meaning the base subscription of monthly material, along with the display unit. This program is sold by subscription and is offered in specific editions pertaining to different business environments such as (healthcare, transportation, utility, etc.) The contractor shall be required to provide 1 (one) Kit and 29 (twenty-nine) clones via monthly subscription. Specific tasks: The system is to be scalable in size, provide the ability to upload and manipulate content in multiple formats such as PDF, PPT, DOC, EXCEL, JPG, movies, swf, ect. The system should also provide options to display current general interest content such as news, weather and sports in addition to custom content created by VALBHS and be operational 24/7, 365 days a year. The Contractor shall furnish all labor, materials, travel, lodging and any other supplies or equipment necessary to perform the requirement. The proposed period of performance will be from 10/1/2019 through 9/30/2020 (Base Year) + Two (2) Option Years. The estimated value for the base year is $19,200.00. The estimated value for the life of the contract is $57,600.00. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source based on the determination that The Marlin Company is the only vendor with relevant experience and proprietary rights via U.S. patent 7743112 to provide Annual subscriptions of the ECS and Clones to the VA Long Beach HCS. Based on this information, it would be in the best interest of the government to procure the requested services from The Marlin Company, on a single source basis. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 10/1/2019. The place of performance is as follows: VA Long Beach Healthcare System at 5901 E. 7th Street, Long Beach, CA 90822. The North American Industry Classification System (NAICS) for this requirement is, 511210- Software Publishers. The Small Business Administration size standard for this sector is $17.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
