Description
Redacted J&A The U.S. Army Special Operations Command (USASOC) has a requirement for Life Cycle Support for existing PARASIM Virtual Reality Parachute Simulators at the Special Operations Mission Training Center (SOMTC), at Fort Bragg, North Carolina, and 13 other USASOC units with PARASIMs. Life cycle support of the PARASIM Parachute Simulator includes incidental service, repair, replacement and training concerning associated components and software features that are part of the PARASIM Virtual Reality Parachute Simulator. PARASIM is a patented, proprietary stand-alone simulation system utilized by U.S. Army Special Operations Command parachute jumpers to hone their skills and plan missions on the ground before they take to the air. Market research conducted consists of request for information, acquisition history, internet searches, SBA Dynamic Small Business search, and previous contract history; this supports acquiring this requirement under FAR 8.405-6(a)(1)(i)(B) only one source is capable because Systems Technology Inc. is the sole source provider of the PARASIM hardware and software components for life cycle support. See attached Justification and Approvals document. The PARASIM Life Cycle support was not synopsized in accordance with FAR 5.202(2)(11). Sole Source Blanket Purchase Agreement (BPA) H92239-19-A-0003 was awarded 23 Sept. 2019 to Systems Technology Inc., which is a Small Business. Award was made in accordance with Systems Technology Inc.'s Federal Supply Schedule contract GS-02F-0043L. H92239-19-A-0003 will sustain the life cycle support needs of the PARASIM for all USASOC personnel over the next 5 years. Period of performance for this BPA is a Base Year, with 4 One-year option periods. The total estimated BPA value is $5,890,000.00. Options will be exercised in accordance with FAR 8.405-3(e). The first call from the BPA is to service PARASIM High Res Head Mounted Display, Frame and Motor Controller Box and High Res Tracker Mark II for Special Operations Medical Training Center (SOMTC) PARASIM and site service. The amount of the first call is $103,336.00 with Fiscal Year 2019 O&M funding.
