- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a Indefinite Delivery/Indefinite Quantity (IDIQ) with a base and four (4) 1-year option periods on a sole source basis with Qiagen, Inc. for the purpose of procuring reagents and consumables for the DNA processing of evidence. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516 Analytical Laboratory Instrument Manufacturing; the size standard is 1,000 employees. The FBI's DNA Casework Unit (DCU) has approved two major QIAGEN chemistries for semi­ automated nuclear DNA extraction from questioned specimens: EZl DNA Investigator Kit and QIAsymphony DNA Investigator Kit. Questioned specimens make up the majority of the items submitted to the DNA Casework Unit, and may be low-level samples, mixtures, and samples that are unpredictable in nature. Because questioned specimens are high-value samples, historically the FBI Laboratory's nuclear DNA analysis was based on a time-consuming and low-throughput manual extraction process. The use of semi-automated extraction processes guarantees that the DNA Casework Unit can continue to process samples in an efficient and effective manner, ensuring that the DNA Casework Unit has permanently eliminated accumulation of backlogged samples for nuclear DNA. This will be a sole source procurement as QIAGEN Science.LLC is the only supplier of currently validated semi-automated DNA extraction kits and instruments for separation of male and female DNA. The combined use of these products enables high-throughput methods for DNA extraction of questioned specimens, particularly sexual assault samples. The products that are currently in use went through extensive performance evaluations and validation to meet all of the requirements of the FBI's Quality Assurance Standards for Forensic DNA Testing Laboratories. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, 27 September 2019, by e-mail to the attention of Eliana York, Contracting Officer, at ecyork@fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement as well a list of the Qiagen consumables and reagents is available upon request.
