- Description
- Mission Support and Test Services, LLC (MSTS), under contract to the Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO), is seeking sources who can provide and manufacture tungsten heavy alloy (WHA) slabs. It is anticipated this requirement will be 100% set aside for small business under NAICS 331491, size standard 500. DOE Q-Clearance or the ability to obtain either an" L" or "Q" Clearance is required. All work shall be performed in the United States. Period of performance will be a minimum of 5 years with delivery of slabs to begin October 2021. Annual Purchase Order Releases (PORs) will be awarded 120 days prior to first shipment of slabs. First Article Qualification Testing (FAQT) will be completed after award of the subcontract and prior to the first shipment. Annual slab quantities may range from a minimum of 500 each to a maximum of 6,200 each. Composition of WHA slabs will be 90-95% W, balance Ni and Fe. Slabs are normally 26" x 26" x 0.75". The Consideration Schedule will identify quantity ranges for annual pricing of each POR. Pricing shall be FOB Origin/Factory with transportation provided by MSTS. An economic price adjustment clause will be included to account for future metals price fluctuations. SLAB REQUIREMENTS: Slabs shall be liquid phase sintered. Slab cooling rate from liquid phase to 600 degrees C shall be greater than or equal to 400 degrees C per hour. Continuous pusher type sintering furnaces are proven and the preferred design technology to meet this requirement. Time from ambient to liquid phase sintering temperatures, time at liquid phase sintering temperatures and the time from liquid phase sintering temperatures to ambient is required to be uniform and consistent for each slab. Carriers, pushers or other furnace furniture shall be constructed from molybdenum and/or molybdenum alloys. The resulting subcontract will also include a section for product improvement. These PORs may include varying the required slab dimensions (length, width and thickness); composition (weight percent tungsten, Ni:Fe ratio, etc); process parameters or approved suppliers; associated testing and evaluation of test products; etc. In these cases, the pricing structure will be based on "units" of Technical Operations; hourly rates for Engineering Services; and purchase of Material and Services. Any travel shall be in accordance with SUBCONTRACTOR's Travel Requirements. Equipment used to produce the WHA slabs shall be operated exclusively for PORs issued under the resulting subcontract unless MSTS provides prior written authorization. Blending and sintering processes must prevent cross contamination of other materials and in the furnace. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by October 7, 2019. Interested parties must provide a Capability Statement to include at a minimum, evidence of prior experience producing WHA parts of similar size, existing furnace capacity, size of facility, ability to mass produce the quantities of slabs as described above.
