Description
The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a non-competitive basis with New Jersey Institute of Technology. The scope of the requirement is the research and development for Blind Source Separation (BSS) of Frequency Hopping Spread Spectrum (FHSS) Radio Frequency (RF) sources. The objective is to develop signal processing algorithms that can detect multi-user frequency hopping transmissions and reconstruct individual source streams of data by operating on the entire hopping system bandwidth and exploiting the sparsity of transmissions within frequency and time. The requirement is for the purchase of the following: ITEM 0001: Final Report: Direction of Arrival Approach and Doppler Shift Correction QTY: 1 ITEM 0002: Software product in executable (.exe) format demonstrating research results QTY: 1 The above research with New Jersey Institute of Technology is a sole-source follow-on to Army task order W9911NF-18-F-0026 / W911NF-11-D-0001 for continued research. Based on the approved Justification for Non-Competitive Procurement (JNCP), there is only one responsible source and no other supplier will satisfy agency requirements. This notice of intent is NOT a request for quote. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the government. The applicable NAICS Code is 541715 and the business size standard is 1,000 employees. The point of contact for this announcement is Ian Robinson at ian.robinson1@navy.mil. This notice is not a request for quotes; however, any firm believing that they can fulfill the requirement may be considered by the agency.
