RFI Afghanistan STM16 REQUEST FOR INFORMATION RFI Control Number: IE-RFI - Afghanistan Defense Information Technology Contracting Organization, Southwest Asia (SWA) Procurement Branch is seeking information from industry to assist with the development and planning of a potential new requirement. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION IS AVAILABLE AT THIS TIME. I. Purpose This publication is a Request for Information (RFI) from the Defense Information Systems Agency (DISA) regarding commercial leased services from Bagram Air Base (AB) to Kabul in the SWA region. The purpose of this RFI is to conduct market research. Information obtained through this RFI will be used to determine appropriate strategies to meet the Agency's requirements. The Government requests that prospective Contractors complete and return a Capabilities Statement as described below to determine current ability to meet the objectives and requirements herein. This RFI is being issued solely for information and planning purposes and does not constitute an RFP or a commitment for an RFP in the future. This RFI does not commit the Government to contract for any supply or service. Responders are advised that the United States Government will not pay for any information or administrative cost incurred in response to this announcement. II. Background. The Government desires to assess the capability of Contractors to provide innovative, cost-effective solutions to meet these requirements in the future. III. Required Capabilities. The purpose of this Request for Information (RFI) is to gather information regarding providing STM-16 terrestrial commercial leased bandwidth between the locations listed below: Building 515 Bagram AB, Afghanistan to Building 224 (Site A) Camp Arifjan, Kuwait. Building TCF, Container 10 New Kabul Compound, Afghanistan to Building 30, Unit 5855 Royal Air Force Croughton, United Kingdom. Building 515 Bagram AB, Afghanistan to Building TCF, Container 10 New Kabul Compound. Solutions must be NDAA 2019 compliant. IV. Requested Information. DISA is seeking industry information on fulfilling this requirement. Interested companies are requested to submit the following information: 1. Organization and the point of contact, title, phone, and email. 2. Description of organization's business, including business size, Commercial and Government Entity (CAGE) code and the PRIMARY North American Industry Classification System (NAICS) code that your organization utilizes. 3. Pricing information for a 5-year period (60 months). 4. Innovative solutions for addressing requirements to include high level diagrams. 5. Brief capabilities statement package (no more than seven pages) demonstrating ability to perform the required capabilities. RESPONSE GUIDELINES: Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed 20 pages, single spaced, 12-point type, Times New Roman font with at least one-inch margins on 8 1/2" X 11" page size. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the organization's capability to meet the requirements outlined in this RFI. Oral communications are not permissible. Responses must be UNCLASSIFIED. Companies who wish to respond to this RFI should send responses via email no later than 2:00 PM Bahrain local time on October 3, 2019 to anh.t.carlton.civ@mail.mil and disa.stuttgart.ditco.mbx.pl52@mail.mil. The subject line on the email shall read: "RESPONSE: IE-RFI - Afghanistan" Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. QUESTIONS: All questions, comments, and concerns must be submitted via email no later than 2:00 PM Bahrain local time on September 30, 2019 to anh.t.carlton.civ@mail.mil and disa.stuttgart.ditco.mbx.pl52@mail.mil. Oral communications are not permissible. The Government will not reimburse companies for any costs associated with the submissions of their responses. All questions, comments, and concerns should identify the paragraph and subparagraph in question. The subject line on email shall read: "QUESTION: RESPONSE: IE-RFI - Afghanistan" INDUSTRY DISCUSSIONS: DISA representatives may choose to meet with potential offerors and hold one-on-one discussions. Such discussions would only be intended to obtain further clarification of potential capability to meet the requirements, including any development and certification risks. DISCLAIMER: This RFI is not an RFP and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this synopsis. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. FAR clause 52.215-3, "Request for Information or Solicitation for Planning Purposes," is incorporated by reference in this RFI. The Government does not plan to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for planning purposes and does not constitute a solicitation. All information received in this RFI that is marked "Proprietary" will be handled accordingly. Responses to this RFI will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
