An amendment was issued to ID04190104 on 24 September 2019 containing the Draft Request for Proposal (RFP) and attachments and allowed feedback/responses through 4 October 2019. The posting was cancelled on 25 September 2019 and then deleted on 26 September 2019. This was done in order to re-post the entire Draft RFP Package allowing vendors to add themselves to the interested parties listing. With this reposting for ID04190104, there are NO changes to the Draft RFP Package, posted on 24 September 2019. Synopsis: This Pre-solicitation Notice is issued in advance of a Request for Proposal (RFP) for Full and Open Competition. The NAICS code applicable to this solicitation is 336112- Light Truck and Utility Vehicle Manufacturing, which has a size standard of 1,500 employees. General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) will issue a request for proposal posted on the Federal Business Opportunities (fedbizopps.com) website. The approximate Request for Proposal (RFP) issue date is 15 Oct 2019 with an approximate response date of 15 November 2019. GSA plans to acquire and field Lightweight Tactical All-Terrain Vehicles (LTATV) which meet Special Operations Forces (SOF) peculiar mission requirements. There are two specific requirements which have emerged: (1) for two-seat and four-seat Diesel powered LTATV variants which shall provide a larger payload, greater range, and modularity, and (2) for two-seat and four-seat next generation Diesel/Electric Hybrid powered LTATV variants. The basis of award will be a competitive Best Value/Tradeoff Source Selection. Tradeoffs will be made between Technical, Past Performance and Cost/Price. Factor 1 Technical is significantly more important than Factor 2 Past Performance, which is more important than Factor 3 Price. Factors 1 and 2, when combined, are significantly more important than Factor 3. In using the best value approach, the Government seeks to award to the offeror who give the greatest confidence that it will best meet or exceed our requirements affordably in a way that will be advantageous to the Government. GSA FAS contemplates a single award Indefinite Quantity Indefinite Delivery (IDIQ), with pricing arrangements that may include Firm-Fixed Price and Time and Materials. Proposed length is a 5-year basic with two (2) 1-year ordering option periods. The FAR requires that prospective contractors complete electronic annual representations and certifications in conjunction with their required registration in the System for Award Management (SAM) https://www.sam.gov.
