Description
1. INTRODUCTION The Government is exploring potential business sources with the expertise, capability, and experience to provide consumable parts support for the attached list of Joint Strike Fighter (JSF/F-35) Post-Egress Survival Training (PEST) equipment to be used for PEST operational unit training. At present, the only known source of these PEST consumable part numbers is from the F-35 Airframe Original Equipment Manufacturer (OEM) Lockheed Martin CAGE Code 81755. This Source Sought is for informational purposes only, is not a request for proposal, and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract based on this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents is strictly voluntary. Participation in this survey of industry capabilities shall not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with participation in this industry survey. The results of this Sources Sought will be utilized to determine the Government's acquisition strategy. All information provided by interested parties is strictly voluntary and will be treated as proprietary to ensure company interests are protected. 2. BACKGROUND The Joint Strike Fighter (F-35) is the US Department of Defense's fifth generation, multi-purpose fighter aircraft developed by Airframe OEM Lockheed Martin. The aircraft is manufactured in three aircraft variants: F-35A is the conventional version for the USAF, F-35B is the short-take off version for the USMC, and the F-35C is the conventional carrier-launched version for the USN. The PEST equipment covers a wide variety of pilot flight equipment used in an egress & post-egress environment to include pilot clothing, breathing gear, and survival equipment. The overall objective of this effort is to develop a contracting support strategy to ensure PEST-related operational units have access to equipment necessary for training. The applicable Federal Supply Class (FSC) is 1680 (Miscellaneous Aircraft Accessories & Components). 3. OBJECTIVES Defense Logistics Agency (DLA) Aviation has not yet defined its acquisition strategy to acquire JSF PEST equipment to include the competitive approach; solicitation, evaluation and award; contract vehicle; socio-economic considerations; scope of support; delivery schedule or period of performance; intended number of contract awards; or acquisition timeline. The Government JSF PEST Integrated Product Team (IPT) intends to use the information gathered in the Sources Sought responses, as well as information gained in other market research efforts, to refine the requirement, develop the acquisition strategy and to evaluate alternatives that will deliver the best value solution to support JSF PEST requirements. 4. REQUIRED CAPABILITIES/SPECIAL REQUIREMENTS DLA Aviation needs to identify companies that are capable of supplying & shipping PEST equipment directly to DLA's customers. Responses to this Source Sought must explain how and from where your company will procure the PEST part numbered items. Alternative part numbers that conform to the form, fit, and function of the provided PEST part number may be considered if the alternative part number identified has equivalent documentation that fully meets Lockheed's technical specifications. 5.
