- Purchase Description INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full and open competition. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute of Mental Health (NIMH), intends to negotiate and award a purchase order to University of Florida, Gainesville, Florida. International Affective Picture System" Design Consulting for Research Domain Criteria Field Test Battery (RDoC). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 611310 with a Size Standard of $27.5 million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2019-01 dated December 20, 2018. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. DESCRIPTION OF REQUIREMENT The purpose of this contract is to obtain expert consultation with experts of the "International Affective Picture System" project regarding the availability and suitability of tasks that can be used for a cognitive/behavioral test battery administered via apps on mobile devices (or, where possible, via the internet) being developed by the National Institute of Mental Health (NIMH); to provide information regarding the modifications that may be needed to adapt a task originally developed for laboratory use to field settings, without losing its validity in measuring the intended function; and, where feasible, to develop an initial mock-up to evaluate the user interface and potential utility of a particular test. The NIMH is developing a test battery for its Research Domain Criteria (RDoC) project that can be used in population-level samples. The tests will be used to measure various aspects of functioning and behavior (such as attention, threat, and reward), and will be implemented via mobile device apps (or over the internet) used in a subject's home or similar setting. As it is anticipated that subjects will use their own devices for this purpose (rather than having them supplied by NIMH), it will be critical to develop tasks that can be deployed on different platforms (for example, computers, tablets, or smart phones; Windows, Macintosh, Android, or iOS operating systems) and varying screen sizes. For purposes of this contract, "test" refers to any algorithm that presents a human subject with some task or set of problems and acquires data regarding task performance (for example, speed of response, number correct, ratings of stimuli); or, passive monitoring that acquires data from subjects who are fitted with wearable devices (such as smart watches, actigraphs, or other sensors) without any interruption to the subject's ongoing activities. The Government will award a purchase order resulting from this notice to the responsible offeror whose offer conforming to the Statement of Work (SOW) will be most advantageous to the Government, price and other factors considered.
