CATERING SERVICES THE OHIO ARMY NATIONAL GUARD (OHARNG) REQUEST FOR QUOTE (RFQ) W91364-19-Q-0018 1. ADMINISTRATIVE 1.1 The Ohio Army National Guard (OHARNG) seeks to contract catered meals for service members during training. Place of Performance is Columbus, Ohio 43213. The period of performance is 07 October - 26 November May 2019. 1.2 This acquisition will result in a Firm-Fixed-Price contract. 1.3 The contract will be based on NAICS code 722320. 1.4 The Contractor must be currently registered with the System for Award Management (SAM). The Contractor must not appear on the Excluded Parties List System (EPLS) and must be eligible to receive award of a contract by the Government. 1.5 The OHARNG will only contract with the caterer, not through a third-party / broker / vendor. 1.6 QUESTIONS. E-mail written questions requesting clarification of the RFQ to the Contracting Specialist, Amanda Britton at Amanda.L.Britton4.mil@mail.mil. 1.7 QUOTE SUBMISSION: Quote submissions must be received no later than 10:00 AM Eastern Standard Time on 03 October 2019. Quotes are to be submitted through electronic submissions via email to Amanda.L.Britton4.mil@mail.mil or through FBO.gov. Preference is receipt by email to Amanda.L.Britton4.mil@mail.mil. 1.8 Offeror must return a completed and signed solicitation on SF 1449. Total price is needed per CLIN. Vendor may breakout the base, taxes, and service charges, but a total price is needed to determine the low vendor without further communications on price confirmation. 1.8.1 This is not an all or nothing RFQ. If you are only able to provide one month's catering service, please provide a quote accordingly. Award will be made to the LPTA for each CLIN which means that there could be up to two awards for this RFQ. 4. EVALUATION CRITERIA 4.1 OHARNG intends to evaluate quotes and make an award without discussions. A Contractor may clarify certain aspects of a quotes or resolve minor or clerical errors. OHARNG reserves the right to communicate with any Contractor so as to better understand a Contractor's quote, validate interpretation and assumptions of the quote; or facilitate OHARNG's evaluation process. Such communications shall not be used to cure proposal deficiencies, material omissions, materially alter technical or price elements, and/or otherwise revise the quote. 4.2 Quotes will be evaluated, and selection for award made, IAW Federal Acquisition Regulation (FAR) 12.602, ‘Streamlined Evaluation of Offers'. Selection for award shall be based on an assessment of quotes against all source selection criteria in the solicitation. The following factors will be used: Factor 1 - Technical Acceptability, Factor 2 - Past Performance, and Factor 3 - Cost/Price. 4.2.1 Relative to Cost/Price, Technical Acceptability and Past Performance are equal to Cost/Price. Price will not be evaluated until after the evaluations of all other factors have been completed. 4.2.2 Factor 1 - Technical Acceptability: The contractor must show that it is offered meet the minimum requirements outlined in the Performance Work Statement (PWS) and supplemental PWS (Attachment A of the Solicitation), and can meet the 20-day Menu requirements. Only offerors with quotes determined to be technically acceptable will be eligible for award. The government will determine if minimum requirements can be met based on the information provided, vendors must ensure all minimum requirements are addressed. 4.2.3 Factor 2 - Past Performance: Past performance information may be obtained from established systems such as the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS). Information on a maximum of 3 recent and relevant contracts will be reviewed. Relevance is defined as present/past performance effort involved much of the magnitude of effort and complexities this solicitation requires. Recent is defined as a contract that has been performed within the last three years as of the date of issuance of this RFQ 4.2.4 Factor 3 - Cost/Price: Price evaluation will be limited to an evaluation of the quote selected for award, on merit relative to the Source Selection Criteria above and against pricing of all other quotes received, for the purpose of determining price reasonableness. 2.1 OHARNG intends to evaluate proposal and make award without discussions. A Contractor may clarify certain aspects of a proposal or resolve minor or clerical errors. OHARNG reserves the right to communicate with any Contractor so as to better understand a Contractor's proposal, validate interpretation and assumptions of the proposal; or facilitate OHARNG's evaluation process. Such communications shall not be used to cure proposal deficiencies, material omissions, materially alter technical or price elements, and/or otherwise revise the proposal. 2.2 Proposals will be evaluated, and selection for award made, IAW Federal Acquisition Regulation (FAR) 12.602, ‘Streamlined Evaluation of Offers'. The Government will award to the lowest priced technically acceptable quote based on the offeror meeting the minimum requirements outlined in the Performance Work Statement (PWS). The following factors will be used: Factor 1 - Technical Acceptability, Factor 2 - Past Performance and Factor 3 - Cost/Price. Factor 1 - Technical Acceptability will be rated on an "acceptable" or "unacceptable" basis. The contractor must show that the products offered can meet the minimum requirements outlined in PWS. Only Offerors with quotes determined to be technically acceptable will be eligible for award. Preference will be given to a central location is noted in the PWS. Factor 2 - Past performance information may be obtained from established systems such as Federal Awardee Performance and Integrity Information System (FAPIIS). Information on a maximum of 3 recent and relevant contracts will be reviewed. Relevance is defined as present/past performance effort involved much of the magnitude of effort and complexities this solicitation requires. Recent is defined as a contract that has been performed within the last two years as of the date of issuance of this RFQ. Factor 3 - Price will be evaluated in order to determine if the price is fair and reasonable.
