Description
***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: November 1, 2019 Synopsis: The Department of Veterans Affairs, Columbia, South Carolina intends to award sole source procurement for Censitrac, Instrument Tracking System. The manufacturer is Censis Technologies. The applicable NAICS code for this procurement is 511210 Software Publishers with a business size standard of $41.5 Million. The proposed contract is for the electronic tracking surgical instrument management system and data management system for reusable medical instrumentation/equipment requiring sterilization, the system shall be compatible with VA Networks, VISTA, and CPRS. Dorn VA Medical Center has a requirement for a comprehensive software solution to track and manage the hospital s large investment inventory of surgical instrumentation and portable health care equipment. The software solution shall equip the Sterile Processing Service line with the ability to mark and track at the individual instrument level. The standard reporting suite and the unique report customization feature shall also provide a wide range of valuable analytical data to the WJB Dorn VA Medical Center, located at 6439 Garners Ferry Road, Columbia, SC 29209. The contract shall include a base period and four (4) additional option periods, for a total of five (5) years. The Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. All Versions of Censitrac, including but not limited to InstrumenTrac, TrayTrac, and ScopeTrac, are engineered, programmed, and are the sole property of Censis Technologies, Inc. No other entity may sell, market, implement, or instruct the use of Censitrac without the express written consent of Censis Technologies, Inc. Censis Technologies, Inc. is the sole provider of Censitrac. Per the Deputy Under Secretary for Health for Operations and Management memorandum dated 1 Jan 2019 the CensiTrac Instrument Tracking system made by Censis Technologies is the defacto standard ITS that all facilities shall utilize. CensiTrac is a proven product and meets all VA requirements, such as NPOSP reusable Medical Equipment Inspection Tool, VHA Handbook 1116(2), Association for the Advancement of Medical Instrumentation (AAMI) standards and International Association of Healthcare Central Service Matderial Management (IAHCSMM) guidelines. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 5 days (NLT) October 2, 2019 at 4:00 p.m.ET) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
