Description
The National Park Service (NPS) is issuing a concessions prospectus on Wednesday, September 11, 2019, for a 10-year concession contract for the operation of carriage tours and equestrian services at Wildwood Stables in Acadia National Park. The new contract is expected to be effective January 1, 2021. The Deputy Director, Exercising the Authority of the Director, pursuant to 36 CFR Part 51, has determined that no preferred Offeror for this contract exists. Acadia has 45 miles of historic carriage roads that were constructed by John D. Rockefeller, Jr., between 1913 and 1940. These roads have an average width of sixteen feet. Motor vehicles are restricted from use of the roads. During the summer, these crushed stone roads are used by visitors for walking, bicycling, as well as horseback and carriage riding. Wildwood Stables, on the southeast side of Mount Desert Island, can be accessed by Park Loop Road. The site consists of a horse barn including an office, stables, outbuildings, an equestrian campsite with electricity, water, wastewater, and a comfort station. Wildwood Stables offers a variety of carriage tours under a concessions contract with the National Park Service throughout the tourist season. Hard copy prospectuses are available by contacting Andrew Gertge via email at Andrew_Gertge@nps.gov or mail to National Park Service, Northeast Region, 1234 Market Street, Philadelphia, Pennsylvania 19107, Attn: Concessions Division. There is a printing cost recovery charge of $40 for prospectuses delivered Federal Express or Express Mail, or $30 if picked up in person. Checks or money orders (no cash or credit accepted) must be payable to the National Park Service and must include a delivery address. If you choose to retrieve a copy of the prospectus from the website, please notify Mr. Gertge at Andrew_Gertge@nps.gov so you can be placed on the mailing list to receive any modifications and other correspondence regarding this prospectus. The same information will be posted on the above mentioned website where the prospectus is available. The Service will host a site visit on Wednesday, September 25, 2019. The site visit provides interested organizations an overview of the concession operation along with a tour of the facilities assigned to the Concessioner under the Draft Contract. Each interested Offeror is limited to five persons attending the site visit, and all attendees must be 18 years or older Please register for the site visit before Monday, September 23, 2019, by sending an email to Mea_Arego@nps.gov. All parties attending the site visit must disclose to the NPS the names of the interested organizations engaging their services. Attendance is not required in order to submit a proposal, but the NPS encourages attendance as this will be the ONLY site visit conducted for this business opportunity. Questions in response to this prospectus are due in writing by Tuesday, October 8, 2019 by email to Andrew Gertge at Andrew_Gertge@nps.gov. Answers to questions received will be published in FBO. All offers must be received by the NPS at the address listed on the inside front cover of the prospectus no later than 4:00 p.m. Eastern Time on Tuesday, January 7, 2020, in order to be evaluated and considered for an award of a concession contract. The prospectus describes the business opportunity and includes the terms and conditions under which the NPS will award the concession contract.
