Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Mirion Technologies (Canberra), under the authority of FAR Part 13.106-1(b)(1)(i) to replace five (5) end of life Canberra Unspec Multi-Channel analyzers (MCA's) On Radon System #2 with vendor supported 14 pin Digital Tube Base MCA's with both a USB and Ethernet cable control connection capability like the 8 existing Osprey MCA's used on RADON System #1. The EPA has significant software development investment in rewriting and validating the existing software for the Radon Intercomparison Program. This product is the only product that will work seamlessly with the existing customized systems. The USEPA National Analytical Radiation Environmental Laboratory (NAREL) is looking to upgrade the hardware for their current Data Acquisition System that supports the EPA's Radon Reference Intercomparison Program (ERRIP). This procurement would upgrade and replace FIVE (5) existing "End of Life" Canberra Unispec Multi-Channel Analyzers (MCA's) on RADON system #2 operated over a USB Hub with the "Newer" Osprey Digital Tube Base MCA's that are currently being utilized on Radon System #1 over a PoE Ethernet switch. The minimum specifications are as follows: 1. Replace Five (5) end of life Canberra Unspec Multi-Channel analyzers (MCA's) On Radon System #2 with vendor supported 14 pin Digital Tube Base MCA's with both a USB and Ethernet cable control connection capability like the 8 existing Osprey MCA's used on RADON System #1. 2. The Digital Tube Base MCA's must interface with NAREL's current "Custom" C++ data acquisition management software that interfaces with existing Genie 2000 output data file structure. 3. Need capability to use third party software development tools (independent of the Genie 2000) to develop applications for additional instrument control (C+++, Visual basic, Standard SDK tools). 4. Ability to operate on a Windows 10 Operating System. 5. Must be compatible with existing customized system. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing, with a small business standard size of 1,000 employees. The anticipated delivery date is 60 days after award. Mirion Technologies (Canberra) is the only known source able to satisfy this requirement to provide this requirement. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contracting Officer within 15 calendar days of this announcement. A determination not to compete the proposed firm-fixed-price purchase based upon the responses received to this notice is solely within the discretion of the Government.
