Description
Notice of intent to Solicit Single Source - Solicitation W912PL19T0003 The U.S. Army Corps of Engineers - Los Angeles District intends to award a firm-fixed-price service purchase order to Recon Environmental, 1927 5th Ave, San Diego, CA 92101-2387. The purpose of this acquisition is to provide Mitigation, Remediation, Monitoring, and Adaptive Habitat Management Services at Murrieta Creek Project Area. Temecula, Riverside County, CA. for a period of four (4) years in accordance with the Corps' Revegetation and Monitoring Plan developed by Recon Environmental. Services include qualitative monitoring, quantitative monitoring, California Rapid Assessment Method (CRAM) Monitoring, adaptive management, remediation planting, and restoration maintenance, reporting, meetings and coordination to ensure the success of mitigation plantings for 4-years after installation within the Murrieta Creek Project Area. These requirements are pursuant to the legal requirements contained in the permits the Corps received from US Fish and Wildlife Service (USFWS), California Department of Fish and Wildlife (CDFW), and the San Diego Regional Water Quality Control Board (Water Board). As implemented by FAR 13.106-1(b)(1), it is the intent to solicit from a single source for purchases not exceeding the simplified acquisition threshold. Contracting Officers may solicit from one source if it is determined the circumstances of the contract action deem only one source reasonably available. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonable available. The NAICS code is 562910 for Remediation Services. The size standard as defined by the U.S. Small Business Administration is $22,000,000.00. This is not a Request for Quote (RFQ) and no solicitation is available for this procurement. Any firm or individual that believes it is capable of meeting the Los Angeles District's requirements described herein may submit a capabilities statement; which, if received within five (5) calendar days of the date of this announcement, will be considered. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Government.
