Description
The Defense Health Agency (DHA) intends to award a contract to System Improvements, Inc., on a noncompetitive basis for up 3 Years (1-year Base and two 1-Year Options) for the use of TapRooT® supporting the Comprehensive Systematic Analysis (CSA), specifically using Root Cause Analysis (RCA) methodology, for patient safety events and other risk evaluation. This include training, student materials, and software annual maintenance, in support of the Joint Patient Safety Program. DHA has been using the TapRooT® methodology for RCA related to patient safety since 2003 and invested substantial resources in developing procedures and course materials to consistently apply the TapRooT methodology across 450 military treatment facilities and clinics. The agency is currently planning an expansion of the Joint Patient Safety Reporting (JPSR) system in a combined effort with the Veteran's Health Administration (VHA) National Center for Patient Safety (NCPS). This expansion will add RCA and other capabilities, hosted in a secure cloud environment. This contract period would allow the necessary timeframe to move from a legacy standalone application to a JSPR system that meets multiple needs for integration of patient safety data. In accordance with FAR 5.102(e), firms not solicited under this requirement may request a copy of the solicitation, but are advised that the agency intends to authorize other than full and open competition under Simplified Acquisition Procedures FAR 13.501. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This is not a request for quotes or proposals. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the DHA transition initiative. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. A copy of the Justification and Approval will be posted no later than 14 days after contract award.
