Description
The Fleet and Industrial Supply Center, Norfolk Philadelphia (FISC) Detachment Philadelphia Division, intends to procure logistics support services to support the U.S. Naval Observatory (USNO) at its Flagstaff Station location. The primary objective of this task is to provide secure, climate controlled storage facility for the three 1.8m telescopes and their associated equipment. The proposed award will include a base period of 12 months and one (1) 12-month option period; services are to commence on September 30, 2019. The proposed procurement is being processed as a SAP action under FAR Part 13 on other than full and open competitive basis with Horizon Moving and Logistics LLC. The telescopes have been maintained in storage at Horizon Moving and Logistics in Tucson, AZ since their acquisition by the USNO from the California Association for Research in Astronomy (CARA) in 2010. The telescopes are deemed fragile with optical-mechanical components as well as sensitive electronics. Given their large size and the weight of the crates (with packaging material roughly 150,000 to 200,000 lbs. in total), moving the telescopes to another secure storage facility even within the city limits of Tucson, AZ would constitute an unacceptable risk to the safety of the telescopes as well as an unnecessary expense to the government. All Interested parties should respond, and identify their interest and capability to the requirement by submitting a proposal. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to this notice is a solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.
