- Bidset Solicitation Transportation Packaging First Article CDRLs THIS REQUIREMENT IS FOR A FIRM-FIXED PRICE ONE (1) YEAR PURCHASE FOR TOOL SET-HORIZ STAB PIVOT BOLT; PART #7G110111-1; NSN:5180-01-307-3688. THE BASIC IS FOR QTY OF 2 EACH (INCLUDES FIRST ARTICLE), TEST PLAN (1 LO), AND TEST REPORT (1 LO). THE C-17 HORIZONTAL STABILIZER ASSY, P/N 17N570501-1, IS 65 FEET WIDE BY 25 FEET LONG AND WEIGHS 5500 POUNDS. THIS HORIZONTAL STABILIZER IS SUPPORTED IN FRONT BY THE PITCH TRIM ACTUATOR WHICH RAISES AND LOWERS THE FRONT. THIS ADJUSTS THE PITCH OF THE HORIZONTAL STABILIZER AND THE FLIGHT ALTITUDE OF THE AIRCRAFT. THE TWO HORIZONTAL STABILIZER PIVOT BOLTS ARE LOCATED 12 FEET AFT OF THE PITCH TRIM ACTUATOR ATTACHMENT, AND ARE 26 INCHES APART, SYMMETRICAL TO THE AIRCRAFT CENTERLINE. EACH BOLT ATTACHES A YOKE ON THE HORIZONTAL STABILIZER TO A SELF-ALIGNING BEARING IN THE EMPENNAGE STRUCTURE. THE PIVOT BOLT HAS A CLOSE-TOLERANCE OUTSIDE DIAMETER OF 3.997 INCHES, AND IS 7.44 INCHES LONG. A SPECIAL 30-TOOTH EXTERNALLY-SPLINED FLANGE IS THE HEAD ON ONE END. THE THREAD ON THE OPPOSITE END IS 3.875-12 UNJ-3A. THE HORIZONTAL STABILIZER PIVOT BOLT PLAIN NUT (NUT), P/N 17P5T3504-501, IS 5 INCHES ACROSS THE HEX FLATS AND.5 INCH THICK. THE NUT IS TORQUED TO 800 FOOT-POUNDS ON INSTALLATION. THE HORIZONTAL STABILIZER L.H. THREAD PIVOT RIBBED SHOULDER BOLT (INSIDE BOLT) INSTALLS INSIDE THE PIVOT BOLT, HAS THE AFOREMENTIONED SPLINED HEAD, AND IS INSTALLED WITH A NUT WHICH IS SIMILIAR TO THE PIVOT BOLT NUT. THE HORIZONTAL STABILIZER PIVOT BOLT LOCKING PLATE, P/N 17P5T3503-1, BOLTS TO THE OUTBOARD SIDE OF EACH HORIZONTAL STABILIZER YOKE AND PREVENTS ROTATION OF THE PIVOT BOLT AND INSIDE BOLT. DURING THE LIFE OF THE C-17 AIRCRAFT THE PIVOT BOLTS MAY REQUIRE REMOVAL DUE TO FATIGUE, BATTLE OR MAINTENANCE RELATED DAMAGE TO THE EMPENNAGE, HORIZONTAL STABILIZER OR ASSOCIATED BEARINGS OR HARDWARE. THE P/N 17G ll3127-1 HORIZONTAL STABILIZER BEAM TYPE SLING, (SERD 110127), AND A TBD CRANE WILL BE USED TO PROVIDE THE SUPPORT, MOVEMENT AND GROSS POSITIONING OF THE HORIZONTAL STABILIZER REQUIRED TO INSTALL AND REMOVE THE PIVOT BOLT. THE DELICATE ALIGNMENT REQUIRED TO INSTALL THE CLOSE-TOLERANCE BOLTS IS NOT PROVIDED BY THE AFOREMENTIONED EQUIPMENT. THE THICKNESS OF THE PIVOT BOLT NUT IS INSUFFICIENT TO PERMIT THE POSITIVE APPLICATION OF THE HIGH INSTALLATION TORQUE USING A STANDARD 5 INCH HEX DRIVE SOCKET. A MEANS IS REQUIRED AT THE ORGANIZATIONAL AND DEPOT LEVEL OF MAINTENANCE TO PERMIT THE TORQUE AND ALIGNMENT OF THE R.H. THREAD PIVOT RIB BED SHOULDER BOLTS, P/N 17GT3502-1. This requirement will be set-aside for 8(a) small business. The proposed contract action is for procurement for which the Government intends to solicit and negotiate with only one 8(a) source: GREEN MACHINE AND MANUFACTURING, INC (03ND7) using Authority: FAR 13.106-1(b)(1)(i). This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after the date of publication of this synopsis will be considered by the agency. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The RFQ will NOT be posted at www.fedbizopps.gov.
