- The Contracting Department, NAVSUP Fleet Logistics Center, Jacksonville, Florida, intends to negotiate a requirements contract and will utilize procedures under FAR Part 13.5, Test Programs for Certain Commercial Items. The requirement calls for the contractor shall provide all labor, supervision, tools, equipment, supplies, and any other necessary items required to perform heat treatment of parts delivered to FRCSE. FRCSE shall be responsible for delivery of parts to the contractor and the contractor shall be responsible for return of the parts to FRCSE. The Government anticipates issuing a requirements award contract for the entire requirement outlined in this announcement. A complete RFQ package will be available on or about 27 September 2019 by downloading the documents at the NECO Website as follows: http:// www.neco.navy.mil. The North American Industry Classification System (NAICS) code for this acquisition is 332811 with a size standard of 750. The Product Service Code (PSC) is J016, Equipment related Services. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://www.sam.gov.
