- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and determining whether to set-aside the requirement for small businesses. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide Non-Recurring Work Contract for Carpet/Resilient Floor Replacement at Various Locations, Oahu, Hawaii. The work includes, but is not limited to: Sampling and testing for Asbestos and Asbestos containing materials Sampling and testing for Lead Based Paint and Paint with Lead Removal and Disposal of Non-Asbestos vinyl floor tiles Removal and Disposal on Non-asbestos Vinyl or Resilient Floorings Removal and Disposal of flooring adhesives Removal and Disposal of Roll Carpets Removal and Disposal of Tile Carpets Removal and Disposal of Underlayments such as: Padding Grippers Adhesives Removal and Disposal of Stair Nosings/Treads Sub-Floor Preparation Sub-Floor and Sub-Floor Framing Repair Removal/Relocating of Furnishings from the work area Installation of Wood Baseboards Installation of Vinyl Baseboards Installation of Non-Asbestos vinyl floor tiles Installation on Non-asbestos Vinyl or Resilient Floorings Application of flooring adhesives Installation of Roll Carpets Installation of Tile Carpets Installation of flooring of multiple grades such as: Standard Grade, Heavy Use Superior Grade, Heavy Use Commercial Grade, Severe Use Plush Commercial Grade, Heavy Use Exterior Grade, Heavy Use Installation of Underlayments such as: Padding Grippers Adhesives Installation of Wood Baseboards Installation of Vinyl Baseboards Installation of Stair Nosings/Treads Flooring Installation with Furnishings in-place Relocating removed furnishings after new flooring is installed Undercutting Doors to provide proper clearance between the bottom of the door and the finished floor. Work Site Clean-up and Disposal of Debris The contract term will be a base period of one year plus four option years. Only the base period of the contract will offer a minimum guarantee. The minimum guarantee will be $2,000 and the maximum value of the contract will be the total value of all the Contract Line Items in the Schedule. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised. Work may be issued via FedMall, a web-based ordering system, using Government purchase cards. Procurement Method: Contracting by Negotiation. The NAICS Code for this procurement is 238330 and the annual size standard is $15,000,000. Interested sources capable of providing the required services must respond by e-mail to julie.shimoda@navy.mil no later than October 15, 2019. Interested sources shall: 1) indicate that they are capable of providing the required services; 2) provide their full name and address; 3) provide CAGE Code and DUNS number; 4) indicate their size status (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB), woman-owned small business, etc); and 5) provide customer references for whom you have performed similar services within the past five years. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing a solicitation. Based upon the responses received, the Government will determine the set-aside method for the procurement.
