- SOLITITATION SPE601-19-R-0337 WITH ATTACHMENTS ON PAPER CLIP The Defense Logistics Agency Energy, Aerospace Energy intends to solicit as a Competitive 100% Small Business Set-Aside procurement for the production, blending, drumming, storage and distribution of High Density, Synthetic Hydrocarbon Type Jet Propellant 10 (JP-10), IAW MIL-P-87107E dated 12 January 2012, NSN: 9135-01-666-1372 and Priming Fluid, Air Launched Cruise Missile/Air Cruise Missile (ALCM/ACM) Engine Propellant, Grade PF-1 (PF-1) IAW MIL-DTL-87173C dated 6 November 2014, NSN: 9135-01-666-4474 in both Bulk and Drum quantities. The Government intends to issue a Requirements contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. Deliveries will FOB Destination into Government-provided tanker trucks (bulk) and ISO type -containers, as well as contractor-furnished epoxy coat lined 55-gallon drums containing 54 gallons. The Period of Performance will be five years from 1 Dec 2019 to 31 November 2024 to include a line item for First Article Batch and sufficient plant retrofit time (six months) for new industry entrants to compete successfully. Actual production of product will begin 1 December 2019. The offeror shall propose on the total number of estimated quantities projected by the Government for the five-year period, which is 500,000 gallons for JP-10 and 20,000 gallons for PF-1. Award will be made to the offeror determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process and in accordance with the addendums to FAR 52.212-1 and FAR 52.212-2. Solictitaion number SPE601-19-R-0337 The solicitation will be issued on or about 30 September 2019 and will be posted to the FedBizOpps web page (http://fbo.gov/). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable.
