- Description
- The Bureau of Reclamation, Great Plains Region, in Billings, Montana is currently conducting market research for preliminary planning to identify prospective contractors for this supply Acquisition. We are looking for qualified Small Businesses, Small Disadvantaged Businesses, Woman-Owned Small Businesses, HubZone Small Businesses, and/or Service-Disabled Small Businesses that are capable of successfully manufacturing and supplying the replacement hydropower turbine runners and other components for Canyon Ferry Powerplant. When issued, the acquisition will be solicited as a FAR Part 15 Negotiated Competitive Solicitation, with a resultant Firm-Fixed Price contract. This Sources Sought Notice is for planning purposes only and shall not be considered as a Request for Proposals (RFP), Request for Quote (RFQ), Invitation for Bid (IFB) or as an obligation on the part of the Government to acquire any services. Responses to this Sources Sought Notice shall not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The equipment will need to be delivered to Canyon Ferry Powerplant, approximately 10 miles east of Helena, Montana in Lewis and Clark County. The principal features of work include hydraulic design and model test for new turbine runners and hydraulic design for new wicket gates; furnishing vertical Francis turbine runners; furnishing stational wear and seal rings; furnishing wicket gates; furnishing wicket gate and operating mechanism bushings and bearings; furnishing headcover and bottom ring facing plates and designing a new headcover with option to supply the new headcover. The North American Industrial Classification Code (NAICS) for this action is 333611 - Turbine and Turbine Generator Set Units Manufacturing. The Size Standard is 1,500 Employees. Based on the anticipated dollar value for this procurement, Federal Acquisition Regulations 52.225-05 - Trade Agreements will be included in the solicitation. As stated above, the Government is looking for potential SB, SDB, WOSB, HSB, SDVOSB contractors with the specialized experience and resources necessary to manufacturer and supply the equipment identified above. Any qualified companies shall submit a capability proposal demonstrating their ability to successfully manufacturer the equipment described above. The Capability Statement shall identify at least three (3) projects similar in scope and complexity completed within the last five years. In addition, we are interested in your company's experience with hydraulic design and model testing a new runner. The documentation must clearly demonstrate the ability to successfully complete projects in a timely manner, manage a variety of construction disciplines, and work collaboratively with project owners. Contractors shall include their DUNS number. Interested contractors must clearly identify any information it considers sensitive or proprietary. All information received in response to this Sources Sought Notice that is marked "Proprietary" will be handled accordingly. Responses to this Sources Sought Notice will not be returned. Respondents are solely responsible for all expenses associated and incurred by responding to this Sources Sought Notice: The Government does not require any cost for participating in this Market Research and Sources Sought. The Government reserves the right to determine how it should proceed as a result of this notice. Capability statements must be submitted no later than October 11, 2019.
