- Comment Resolution Matrix (CRM) Please use the attached Comment Resolution Matrix (CRM) to provide feedback on the draft PWS. If there are any areas that are unclear, please provide recommendations on improving the way information is presented. General Questions: The SOC should contain pertinent and specific information addressing the offeror’s demonstrated/proven capabilities in the following areas and the core capabilities of your company that apply to this proposed solicitation. Transition: - Describe your experience with contract transitions comparable to the scope and magnitude described in the PWS. Support Services: - Describe your experience in providing personnel with multi-domain security clearances to Government contracts. - Describe your experience with recruiting, hiring, and retaining satellite operations personnel in the Albuquerque and Colorado Springs TS/SCI environment. - Describe your experience sustaining a high level TS/SCI technical workforce. - Describe your experience adapting and supporting surges of new incoming missions while continuously supporting current missions. - Describe your experience staffing mission personnel to changing mission schedule requirements. - Describe your experience with various Government contracts as well as the contract type and percentages of small business subcontracting. Based on your review of the PWS, provide a recommendation to the Government, with supporting rationale, on a suggested contract type and/or price/cost construct. - Describe your ability to contractually and financially adapt to rapid and changing mission requirements. Operational Services: - Based on the PWS, identify and describe the tasks you have performed in support of satellite operations and how you’ve overcome unanticipated challenges. - Describe the types of satellite command and control (C2) networks you have used. - Describe the satellite missions you have performed, including complexity, mission type, orbit type, and length of mission. - Describe your experience with development and application of innovative satellite operations. - Describe the types and complexity of missions for which you have developed operations concepts. - Describe the tasks you have performed in support of readiness activities leading up to launch of a satellite. - Describe your experience and the role you have played in the creation and execution of operational test plans, including test automation. - Describe your experience performing payload mission planning. - Describe your experience in “lights out” operations and automation of satellite operations. - Describe your experience to operate satellite operations in a multi-domain environment. Other Activities: - Describe your mechanisms to handle investigation and execution of concept exploration, major anomaly resolution and analysis. - Describe your experience in handling unexpected high tempo operations and major ground systems testing and failure investigations. - Describe your experience developing concepts for new spacecraft and other space retailed missions. SOC Guidelines Interested parties are requested to respond via email no later than 08 Nov 2019, and include a primary and secondary company point of contact that includes phone number, email, and Company Name and Commercial and Government Entity (CAGE) code. The SOC shall be no more than 10 pages. While the Government intends to procure contractor services to support SMC/DCIO, potential offerors are reminded that all information provided in response to this RFI is strictly voluntary, and the Government will not reimburse sources in any way for responses provided. Likewise, a company’s participation in market resource, via this RFI, does not obligate the Government to enter into any contractual agreement, either formally or informally, with a company. The Federal Business Opportunities, www.fbo.gov, will be the primary source to obtain information for this acquisition. All responses shall include company size status under the North American Industry Classification System (NAICS) code 541715. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, an 8(a) firm, a woman owned business, or a veteran owned business. The Government reserves the right to set aside this acquisition or portions thereof for a small business, a socially and economically disadvantaged business, an 8(a) firm, a woman owned business, or a veteran owned business. The definitions in FAR 19.001 and NAICS 541715 small business size standards of 1,250 employees apply for this proposed acquisition. Non-US firms are advised that they will not be allowed to participate in this acquisition.
