- Draft PWS Draft RFP Attachment B PPQ Draft RFP Attachment A - Pricing Matrix Draft CDRL A004 Draft CDRL A003 Draft CDRL A002 Draft CDRL A001 Draft RFP Synopsis: This Pre-solicitation Notice is issued in advance of a Request for Proposal (RFP) for Full and Open Competition. Any questions or suggested changes to the draft RFP / PWS are due no later than COB 09 October 2019. The NAICS code applicable to this solicitation is 541330 - Engineering Services which has a size standard of $38.5 million under the Marine Engineering and Naval Architecture exemption. General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) will issue a request for proposal posted on the Federal Business Opportunities (fedbizopps.com) website. The approximate Request for Proposal (RFP) issue date is 15 Oct 2019 with an approximate response date of 14 November 2019. GSA plans to acquire systems engineering, research, development, prototyping and testing capabilities to support maritime systems assessments. The contract requirements shall focus principally on maritime systems, but shall also include engineering efforts in support of mission support and launch and recovery operations. The basis of award will be a competitive Best Value/Tradeoff Source Selection. Tradeoffs will be made between Technical, Past Performance and Cost/Price. Factor 1 Technical is significantly more important than Factor 2 Past Performance, which is more important than Factor 3 Price. Factors 1 and 2, when combined, are significantly more important than Factor 3. In using the best value approach, the Government seeks to award to the offeror who give the greatest confidence that it will best meet or exceed the requirements affordably in a way that will be advantageous to the Government. GSA FAS contemplates a single award Indefinite Quantity Indefinite Delivery (IDIQ), using cost contract types (Cost Plus Fixed Fee (CPFF), CPFF Level of Effort (LOE), and Cost Reimbursable No Fee (CRNF). Proposed length is a 5-year basic contract using five ordering periods and one six month option to extend services. The FAR requires that prospective contractors complete electronic annual representations and certifications in conjunction with their required registration in the System for Award Management (SAM) https://www.sam.gov. Estimated Ordering Periods: The below table details the ordering periods: Base IDIQ of Five Years January 27, 2020 - January 26, 2025 Ordering Period Year 1 January 27, 2020 - January 26, 2021 Ordering Period Year 2 January 27, 2021 - January 26, 2022 Ordering Period Year 3 January 27, 2022 - January 26, 2023 Ordering Period Year 4 January 27, 2023 - January 26, 2024 Ordering Period Year 5 January 27, 2024 - January 26, 2025 Option: January 27, 2025 - July 26, 2025 See the Draft RFP and PWS for additional requirement details.
