- RFP: FA8109-19-R-0003 GSA Oasis Pool 1 Unrestricted USAF REQUIREMENTS INTEGRATION PROCESS IMPROVEMENT TEAM Questions Question 1 Reference: In Attachment 3, FA8109-19-R-0003, it is stated: "F. Each Offeror should submit proposals as an MS Word or PDF file via e-mail and in CD format via mail. Pricing information should be submitted in MS Excel format; Pricing Matrix (electronic)." Question: Would the government consider forgoing the CD submission? Answer: No, the CD is required. Question: If not, is it correct to assume the CD is to be post marked by the same date the email must be submitted? Answer: Yes please post mark with the same date. Question 2 Reference: In Attachment 3, FA8109-19-R-0003, page allocation is firmly limited to 15 pages for Factor 1, 5 pages for Factor 2, and no limit for Factor 3. In the PWS included in the FA8109-19-R-0003_ATTACHMENTS_EDA.PDF, detailed Personnel Qualifications are listed. Question: Given the firm page limits for each section, are resumes desired? Answer: No, resumes are not desired. If so, are they outside of the page limit and where in the proposal should they be located? Question 3 Please confirm the official due date for the Proposal as there is a discrepancy between the file OASIS UNRESTRICTED TASK ORDER SOLICATION FA810919R0003, where the due date is October 17th 2019, and the file SF 1447 where the due date is listed as October 16th 2020 in box 9. Answer: Official due date is Oct 17, 2019. Question 4 With regards to PWS section 3.5.4 Development and Sustainment System Support and specifically the tasks to "design and develop new web applications, websites, reports" and "conduct testing of new applications, to include coordinating user testing," would it be acceptable to use remote resources (SE III web developers)? Answer: Yes Would off-site resources be able to access the development server? Answer: Yes, Government Furnished Equipment (Development PCs) for the work will not be needed. Question 5 Please confirm that the buildup tabs in the pricing template which asks for hours and a wrap rate, is indeed asking for an hourly rate for reach LCAT. Answer: Yes, this is an hourly rate.
