Description
THIS IS NOT A REQUEST FOR PROPOSAL - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD FOLLOW-ON CONTRACT TO RESOURCE MANAGEMENT ASSOCIATES, TO PROVIDE HYDROLOGIC ENGINEERING SOFTWARE DEVELOPMENT FOR THE HYDROLOGIC ENGINEERING CENTER. The US Army Corps of Engineers, Sacramento District (USACE) intends to negotiate and award a Firm Fixed Priced sole source follow on contract with Resource Management Associates (RMA) for software engineering services to support on-going software development projects. The associated North American Industry Classification System (NAICS) Code 541618 - Other Management Consulting Services, which has a size standard of Size Standard: $14 million in annual receipts is applicable. The contract type will be a firm fixed price, performance-based contract, The statutory authority for this non-competitive action is Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). The Contractor will provide highly specialized hydrologic and hydraulic software engineering modeling, development, and verification services in support of continuing software development projects for the USACE, Institute for Water Resources, (IWR) Hydrologic Engineering Center (HEC). The type of funding upon which this contract will be awarded are Research and Development and Civil Works (CW) Water Resources development appropriations. The tasks required by HEC to accomplish its mission include software development, testing, documentation, providing maintenance and debugging of existing software, specific assistance in applied research, engineering analysis, program design, and training. Utilizing some 9 million lines of code developed by HEC over time, software programs/models are developed using a variety of productivity tools that enable fielding the products in a multi-platform Corps field office environment. This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement by 11:00 a.m. EST, October 14, 2019, that provides sufficient details for consideration by the Government, via email to: brittaniya.poirier@usace.army.mil The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award.
