- Combined SS with PWS included Combined Synopsis/Solicitation DLA Cost Price Reform Initiative Implementation DLA Strategic Plans and Policy - Reform Program Management This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The resultant contract is an intended sole source to McKinsey & Co. Inc. in accordance with FAR 6.302-1(a)(2)(iii)(A)&(B). However, all responsible sources may submit a capability statement, proposal or quotation prior to the specified closing date and time of this combined synopsis solicitation which shall be considered by the agency. 1. Request for Proposal (RFP) #: SP470320R6823 2. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-06. 3. The applicable North American Industry Classification System (NAICS) Code is 541611. The small business size standard is $16,500,000.00. This acquisition is considered an Unrestricted acquisition. 4. CLIN Structure: DLA Contracting Services Office (DCSO) anticipates award of a firm fixed price contract for non-personal services which includes a base period of performance from October 5, 2019 - February 14, 2020 (CLIN 0001), with an option period from February 15, 2020 - October 4, 2020 (CLIN 1001). 5. Description of Services to be acquired: Contractor to provide onsite support to the agency for Implementation of the DLA Cost Price Reform Initiative. See attached PWS for objectives, tasks, deliverables, place of performance and performance period. 6. Quantity, description, and required delivery dates for the item : See attached PWS Deliverables (Table 4). 7. FAR Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following addendum applies: -Contractor will submit a technical approach to executing the objectives and tasks in the PWS during the specified performance period. The Contractor shall assure that there is complete understanding of the requirements set forth in the attached document. Please refer to the attached for all additional requirement details. Limit submission length of technical approach to 20 pages. - The contractor must be registered in the System for Award Management (SAM) prior to submitting a quote. SAM is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. If not already registered in SAM, go to www.sam.gov HYPERLINK "http://www.sam.gov/" to register prior to submitting your quote. -Contracting officer will determine the total evaluated price is fair & reasonable based on one or more of the price analysis techniques under FAR 15.404-1(b)(2). Contractor must provide a price breakdown to include: Total evaluated price Total price for base period Total price for option period Labor hours, Labor rates, labor categories used in arriving at total evaluated price -Contracting officer reserves the right to conduct exchanges in accordance with FAR 15.306. 8. FAR Provision FAR 52.212-2, Evaluation-Commercial Items, is applicable and the following applies: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest price technically acceptable proposal. The following factors shall be used to evaluate offers: 1. Technial Approach; and 2. Price (base period plus option period) (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 9. Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.
