Attachment No 2 SOW Regulatory Research September 30, 2019 Attachment No 1 SOW Rulemaking September 30, 2019 Attachment No 4 SOW Material Licensing and Environmental September 30, 2019 Attachment No 3 SOW Reactor Licensing September 30, 2019 The U.S. NUCLEAR REGULATORY COMMISSION (NRC) is issuing this Request For Information (RFI) as a means of conducting market research to determine the availability and potential technical capability of the business community to provide all management, supervision, administration, and labor for the renewal of the Enterprise Wide Contracts for the project entitled "Technical Assistance in Support of NRC Environmental and Reactor Programs." The acquisition will be for a period of performance not to exceed five (5) years. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541690. The renewal of the Enterprise Wide Contracts for the project entitled "Technical Assistance in Support of NRC Environmental and Reactor Programs" is anticipated to be separated into four (4) multiple or single award Indefinite Delivery Indefinite Quantity type contracts. The four (4) statements of work listed below and are attached to this RFI. • Technical Assistance in Support of NRC Rulemaking • Technical Assistance in Support of NRC Nuclear Regulatory Research and Reactor Programs • Technical Assistance in Support of NRC's Reactor Licensing • Technical Assistance in Support of NRC's Materials and Waste Licensing/Regulatory Actions, and Environmental reviews for Materials, Waste and Reactor Programs. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, DUNS number, address, email address, Web site address and telephone number as well as business size under the cited NAICS code and type of ownership for the organization; 2) Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability; 3) Comments/feedback on the four Statements of Work. Provide feedback on whether the requirements identified are clear and well defined. If not, what clarification(s) do you recommend improving the understanding of the capability to support this potential requirement. 4) If subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Therefore, in an effort for the agency to determine the level of possible teaming, joint venturing or subcontracting that may result, please provide information regarding your plans to use such partnership methods to meet each of the requirement areas listed in the attached Statements of Work. Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. Although no geographic restriction is anticipated, if responding organizations are located outside the Washington Metropolitan area, indicate how the organization would coordinate with the NRC program office located in Rockville, MD. Interested firms responding to this RFI are encouraged to structure capability statements in the order of the area of consideration noted above. Responding firms should provide an electronic tailored capability statement, no more than 25 pages, to the below noted email address by October 28, 2019 noon EST. This market survey is being conducted through the FedBizOpps to reach the widest possible audience and to gather current marketplace information. Responses to this RFI notice shall be submitted by the response date to Jeffrey.Mitchell@nrc.gov, with a copy to Anthony.Briggs@nrc.gov, in a format that is readable in Microsoft Word or Adobe pdf formats. DISCLAIMER AND NOTES: Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's potential capability and capacity to perform the subject work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government may provide additional information and issue additional RFI's at its sole discretion. This notice does not constitute an invitation for bids or a request for proposal and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this RFI.
