- Vendor Questionnaire DRAFT Representative High Level Functional Requirements Commander, Fleet Readiness Centers (COMFRC) is sponsoring an unclassified "Digitizing Production Execution: A Naval Aviation Readiness Challenge" technical information exchange opportunity with Industry on Wednesday, 6 November 2019. Fleet Readiness Center (FRC) Southwest, located in San Diego, CA, will host the event. The purpose of this information exchange is to provide the opportunity to dialogue with Industry on COMFRC's current and anticipated readiness challenges, and inquire into Industry's digital capabilities. FRCs provide Depot Maintenance, Repair, Overhaul, and Upgrade, In-Service Repair, and Manufacturing Services in support of fixed and rotary wing aircraft, aircraft engines, aeronautical components, and support equipment across the Naval Aviation Enterprise, at locations including but not limited to: FRC East in Havelock, NC, FRC Southeast in Jacksonville, FL, FRC Southwest in San Diego, CA, FRC Mid-Atlantic at Naval Air Station (NAS) Oceana, VA, FRC West at NAS Lemoore, CA, FRC Northwest at Whidbey Island, WA, FRC WestPAC at Naval Air Field Atsugi, Japan, FRC ASE at Solomon's Island, MD, and FRC Reserve at Patuxent River, MD and their subordinate sites. The FRCs encounter numerous challenges that would benefit from implementation of modern, digital solutions to improving efficiency and effectivity. At present the FRCs have poor visibility of workload as it moves across the production floor, a high risk of human error and quality defects due to manually dependent systems and processes, subdued environment for innovation, and difficulty maintaining consistency across hundreds of interconnected processes. Combined, these are negatively impacting the command's capacity to support 4th and 5th generation weapon systems. As a result, COMFRC is hosting this technical digital information exchange event to seek commercial industry options for a Production Execution System (PES) to fully digitize production execution (work orders, detailed work instructions, quality management, quality execution, scheduling, material tracking, cloud based data storage, etc.). This solution must integrate with unique Government functionality to specifically include but not limited to the existing Depot Maintenance, Repair, and Overhaul (MRO) system (i.e. the NAVAIR Depot Maintenance System (NDMS)) and recently procured Product Lifecycle Management (PLM), closed loop quality management system and Enterprise Service Bus (ESB) system for data management, between mutually interacting software applications in a service-oriented architecture. The solution must also adhere to overarching DoD Information Assurance and IT Security Requirements. COMFRC is seeking innovative and cost-effective solutions from Industry to these aforementioned complex challenges as well as, opportunities for advanced technology, innovation, enhanced efficiency and compliance through common enterprise solutions across multiple locations. Vendors considering attendance to this event should submit a three (3) to five (5) page Technical Capability Statement, via email to the POCs listed below, by 25 October 2019. The requested Technical Capability Statement shall be submitted using single-spaced text on 8 1/2 x 11-inch paper, with a minimum one-inch margin all around. Pages shall be numbered consecutively. A page printed on both sides shall be counted as two pages. Print shall be of a minimum 12-point font size or a maximum 10 characters per inch (10-pitch, pica) spacing. Bolding, underlining, and italics may be used accordingly. Graphic presentations, including tables, must adhere to the same font size and spacing requirements and be easily readable. Please note the cover/title page and table of contents (if provided) will not count against your three (3) to five (5) page limits. Each acronym used shall be spelled out in the text the first time it appears in your technical capability statement. Attached hereto you will find a list of vendor questions for consideration when preparing your technical capability statement. Please note Technical Capability Statement submissions will not be evaluated for contract award. Lastly, clearly indicate any proprietary data in your responses.
