- Description: The United States Government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1 -Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements based on no other company, university or other entity is positioned to secure the voluntary services of such a broad spectrum of recognized experts necessary to perform the required service. The Government intends to solicit and negotiate with National Academy of Sciences 2101 Constitution Ave NW Washington, DC 20418-000, for one (1) base year and four (4) options years. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. 9. Requirement: The US Government requires a Technical Assessment Board (TAB) that oversees the independent assessment of the technical quality of intramural and extramural research programs executed at the Army Research Laboratory (ARL). ARL TAB requires the review, findings, and recommendations of a Congressional Charter in the area of sciences and engineering established as the National Academy of Sciences (NAS). Eight (8) panels are required to review and assess the scientific and technical quality of work performed at the ARL laboratories and facilities. The eight (8) panels consist of: 1. Ballistic Sciences 2. Computational Sciences 3. Human Sciences 4. Materials & Manufacturing Sciences 5. Network & Information Sciences 6. Propulsion Sciences 7. Protection Sciences 8. Extramural Basic Research The panels shall provide input and reports for general distribution under the NAS publications. The reports shall offer an integrated assessment of panel's conclusions as well as its judgments on specific issued identified in advance. The Government does not intend to use Part 12 for this acquisition.
