PRESOLICITATION NOTICE Roof Inspection Service, Scheduled and Unscheduled Maintenance The Department of Veterans Affairs, 508 Fulton Street, Durham, NC has a requirement for a contractor to provide all labor, material, supplies, equipment, transportation, permits, license and qualified supervision, to conduct Biannual Roof Inspections on all the Roofs at the Durham VAMC and Provide Scheduled and Unscheduled Maintenance at the Durham VA Medical Center, Durham, NC. General Scope: The Contractor will provide all transportation, material, hardware, parts, tools, specialized equipment, labor, supervision and technical expertise conduct biannual Roof Inspections on all the Roofs at the Durham VAMC and Provide Scheduled and Unscheduled Maintenance Work shall include, but not be limited to: The expected period of performance is one (1) year from the issue date of the Notice to Proceed (NTP), with four (4) one (1) year option periods that may or may not be exercised based on the needs of and at the discretion of the government. The actual performance period shall be established at the time of contract award. The Contractor shall obtain maintenance manuals, service manuals, service guides and other applicable documents for each roof to be serviced and maintained. As a minimum, the contractor shall maintain one set of documents at the work site and furnish one set of documents to the Government. Perform visual inspections semi-annually for ponding. Perform jetting of all roof drains and remove debris. Ensure all roof drain covers are secured to couplings. Clean roof membranes to ensure maintain durability. The contractor shall perform unscheduled leak repair, inspections and cleaning needed on all roofs. The contractor shall be required to provide unscheduled service 24/7/365. Contractor shall check in and out with COR during normal VA business hours or with the boiler plant, if unscheduled maintenance is after normal business hours. Upon notification of a trouble call or problem, the contractor shall acknowledge the call within 30 minutes and be at the facility ready to diagnose the problem within 2 hours. The time starts when the initial call is made from the facility. The contractor shall maintain a human interface (answering center or point of contact) with up-to-date contact information. Estimated construction magnitude is between $100,000 and $250,000. NAICS CODE: 238160 Size Standard: $16.5 Million This solicitation is anticipated to be a Total Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. Solicitation material will be available on/about October 8, 2019. Any specifications, drawings and amendments will be posted on this web site. Quotes will be due approximately 28 days after issuance of the solicitation. Location and points of contact for site visits will be identified in the solicitation. This notice is for informational purposes only and is not a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice.
