Description
NOTICE OF INTENT TO SOLE SOURCE 1. PROJECT TITLE AND LOCATION: Consolidated Intelligence Center (CIC) Construction Surveillance Services (CSS) 2. AGENCY: US Army Corps of Engineers (USACE), Europe District (NAU) 3. NAICS: 541330, Engineering Services 4. CONTRACT SPECIALIST: MAJ LaTia Wickliffe, latia.k.wickliffe@usace.army.mil 5. DESCRIPTION: THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY USACE NAU intends to issue an out-of-scope modification to further extend the period of performance under contract W912GB-16-C-0031 with M.C. Dean for the Consolidated Intelligence Center (CIC) Construction Surveillance Services (CSS). The services currently provided by M.C. Dean under the construction surveillance services contract are highly specialized which, in order to be successful, require a specialized knowledge and understanding of the CIC facility construction, and an operational posture that can only be gained by performance of construction surveillance services on the CIC facility over a period of time. Due to the requirements of the Intelligence Community Directive (ICD) No. 705- Sensitive Compartmented Information Facilities (SCIF), construction of a secure facility requires constant surveillance by a construction surveillance firm that is authorized to perform such services as determined by the technical threat rating of the building. M.C. Dean, Inc. is the only service provider that can support, operate or maintain the current security oversight operations and inspections in accordance with ICD 705 on this project and at this stage of construction. The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(d)(1)(B), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition of this action will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
