See below for summary of changes. 1. BAA Main Body: Minor updates. See change log in updated document for details. 2. Attachment A4 - NASA Capabilities: Minor edits to Center title pages only. 3. Attachment A15 - This attachment has been deleted from the solicitation. Its intent has been incorporated into the Statement of Work (Attachment G). Previous references to Attachment A15 in the Appendix H BAA Main Body have been removed. 4. Attachment B - NASA Points of Contact: Updated Armstrong Flight Research Center (AFRC) Point of Contact. 5. Attachment E - Model Contract: • Replaced the standard NFS clause, 1852.228-78 - Cross-Waiver of Liability for Science or Space Exploration Activities Unrelated to the International Space Station, with a deviated version of this clause. For HLS contractors who elect to dock to Orion instead of Gateway, this new deviated clause handles liability in the same manner as liability is handled for contractors who elect to dock to Gateway (liability for contractors who dock to Gateway is covered under the deviated 1852.228-76 clause previously incorporated into the model contract). • Table of Contents: End of clause(s) bookmarked on pages 56 and 103 - all TOCs bolded was changed to un-bookmarked end of clauses & unbolded bookmarks other than section titles. • Amended the language of 1852.204-75 SECURITY CLASSIFICATION REQUIREMENTS (SEP 1989) to reflect the fact that DD254 is now incorporated into the solicitation as Attachment L. • Amended MSFC 52.216-90 IDIQ CONTRACT VALUE BY PERIOD OF PERFORMANCE (MAY 2017) to change the Period of Performance on the Base Contract and Option A Listed from "TBP" to "10 Months" and "4 Years," respectively. • Amended MSFC 52.216-92 MATRIX OF CONTRACT LINE ITEMS (CLINs) (OCT 2017) to change the value on Option A CLINs from being indicated as "TBP" to "$TBP*," and added asterisk wording below the table to state, "*See Section 5.2.6.1 of Broad Agency Announcement NNH19ZCQ001K_APPENDIX-H-HLS for information on option exercise." 6. In addition to developing the HLS, commercial and international partners will be able to leverage new capabilities developed through this initiative for the execution of multiple other missions over the coming decades, including the potential to participate in regularly-recurring hardware and services procurements by NASA. The primary objective of this Appendix is to enable rapid HLS development and 2024 HLS flight demonstrations.
