- RFQ 140P8319Q0099 Amend 0001 - Security Patrol Services Amendment issued to provide answers to received contractor questions for all interested parties. This will be the final question and answer posting as the deadline for receipt of quotes remains the same, and RFQ closes in approximately 5 business days. Please see attached documents; [140P8319Q0099 Attachment 03_Q&A for Amend 0001.pdf] Request for Quotations: Security Patrol Services RFQ# 140P8319Q0099, The National Park Service (NPS), Fort Vancouver National Historic Site (FOVA) is requesting quotations for Un-Armed Security Patrol Services. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2019-06 / 9-10-2019) and is set aside for small businesses; NAICS 561612 Security Patrol Services Contractors, with a small business size standard of $22 million average annual gross receipts for the past three years. Any resulting contract will be subject to the Service Contract Labor Standards, Wage Determination # WD 2015-5563. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quotation conforming to the RFQ will be most advantageous to the NPS, price and other factors considered. The intent is to procure Un-Armed Security Patrol Services at a firm fixed price, for one base year and possibly up to two option years at the discretion of the NPS, for a total of not to exceed three years. The National Park Service encourages participation of disadvantaged and women-owned businesses. Background: Requirement is for Security Patrol Services for Fort Vancouver National Historical Site (FOVA), Un-Armed Security Patrol Services for buildings and grounds located within the site. Fort Vancouver National Historical Site, an urban National Park unit, is located in Vancouver, Washington along the Columbia River and within the Portland, Oregon metropolitan area on the Interstate Five (I-5) corridor and approximately 15 minutes from Portland International Airport. The park encompasses over 200 acres of green space in the center of the urban area with a reconstructed fur trade fort, historic military post, an airfield and museum. The NPS is tasked with the responsibility of preserving and protecting the parks land resources, facilities and equipment assets as well as providing for the public safety and well-being of its visitors and guests. The park has a need for security patrol services during certain portions of the day and especially nights, weekends and holidays, however, is not staffed with sufficient numbers of Law Enforcement (LE) Rangers due to personnel and budgeting constraints. Security Patrol Services as described in the Scope of Work is a very critical part of the FOVA strategy for the protection of its resources while providing safe and enjoyable public access.
