- Page 1 of 2 The Department of Veterans Affairs, Network Contracting Office 22, is issuing this special notice to inform industry contractors of the intent to execute a Single Source award as prescribed in FAR 13.106-1(b)(i) with Data Innovations, LLC., 120 Kimball Ave. STE 100. South Burlington, VT 05403. A sole source with Data Innovations is required to continue normal operations without negatively impacting patient care at the eight (8) facilities within VISN 22. All facilities will need to evaluate, receive, and validate the new instrument management middleware, JRN, and EP Evaluator software before instrument testing can be run on them. New instrumentation may be required to meet compatibility of new middleware and software which require consumables and reagents to be exchanged to meet compatibility with new instruments. Switching middleware manufacturers at this point will hurt normal operations and negatively impact patient care at these eight (8) facilities. At this time, there are no current vendors or FSS contract holders capable of providing the required instrument management middleware, JRN, and EP Evaluator software. In accordance with FAR Part 13, specifically Subpart 13.106-1(b)(i), there is only one (1) responsible source and no other services will satisfy agency requirements. This procurement is for Instrument Management Software, JResultNet(JRN) middleware, and EP Evaluator in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. The Instrument Management Software, JResultNet(JRN) middleware, and EP Evaluator will provide the necessary support to continue normal operations for all eight facilities. The Instrument Management Software and JRN will support auto-verification and increase quality. The EP Evaluator system will support instrument and method validation within all laboratory facilities. The support from Instrument Management Software, JResultNet(JRN) middleware, and EP Evaluator will ensure efficient streamlined process at all eight facilities. Data Innovations, LLC. is a responsible source who has worked with the Department of Veterans Affairs on previous acquisitions. The award date is 10-01-2019. The period of performance is from 10-1-2019 to 09-30-2020. The place of performance is VA San Diego Healthcare System, VA Greater Los Angeles Healthcare System, VA Long Beach, VA Loma Linda, VA Albuquerque, VA Prescott, VA Tucson, and VA Phoenix. The North American Industry Classification System (NAICS) for this requirement is 511210. The Small Business Administration size standard for this sector is $41.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive quotes. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
