- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items using the procedures outlined in both FAR 12.6, Acquisition of Commercial Items and FAR Part 13 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a 100% Small Business Set-Aside. The RFQ number is N0018920RQ002. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-01 and DFARS Change Notice 20190215. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil/vmfara.htm. The NAICS Code is 512110. NAVSUP Fleet Logistics Center (FLC) Norfolk, Mechanicsburg Contracting Office, intends to issue an RFQ for an approved Advanced Post Mission Analysis (PMA) course to provide pertinent and critical PMA techniques to NOMWC sailors in the Basic/Advanced phase of their unit level training pipeline. The Advanced PMA course trains Side Scan Sonar Analysts in advanced analytical techniques for Mine Warfare. The contractor will deliver up to three one-week Advanced PMA Courses per year to NOMWC Sailors focusing on complex bottom types, maldeployed shapes and dynamic operating environments onboard Stennis Space Center, MS. Training will be IAW attached solicitation document and Performance Work Statement (PWS). The period of performance is up to three one-week sessions within a 12 month base period from 1 November 2019 to 29 September 2020 with four option years. No expenses will be reimbursed by the Government. The resultant order will be a firm-fixed price purchase order in accordance with the procedures outlined in FAR Subpart 12.6, Acquisition of Commercial Items and FAR Part 13. The RFQ and PWS are provided as attachments. This announcement will close at 12:00 AM EST on 7 Oct. 2019.
