- UPDATE AS OF 03 OCT 2019: A sole source justification is attached to this notice. The related Notice of Award was posted to Federal Business Opportunities under reference "FA875019C1533". *** This is a Notice of Proposed Contract Action to be negotiated under FAR Part 15 procedures. This notice is for information only; a solicitation will not be issued. This is not a Request for Proposal. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 811219 with a small business size standard of $20,500,000 average annual receipts. The Government requires the Contractor to conduct preventative and corrective maintenance at specified sites; build, update, and provide installation support to mobile platforms; provide communication system and sub-system documentation, engineering analysis and design to include software updates, and documentation of and updates to a configuration baseline; enhance and update signal processing systems; determine and improve detection methods; improve scanning fidelity and analyze signal contents; deliver and update enhanced software-based processors; deliver and update improved application systems; and deliver updated scanning/processing/analysis systems. The Government intends to negotiate a sole source contract for the requirement described above with North Point Defense, 1300B Floyd Avenue Rome NY 13440. No other source is known to be able to fulfill this requirement, based on an evaluation of technical skills, expertise, experience, and security clearances needed to properly and effectively perform the technical requirements. This is a notice of proposed contract action and not a request for competitive offers; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award by 27 Sep 2019.
