replace the fire alarm system in the Kings Bay dry dock This is NOT a solicitation announcement. This market research (MR) is for informal and planning purposes only and shall not be construed as a request for proposal, request for quote or as an obligation on the part of the government. Naval Facilities Engineering Command (NAVFAC) Southeast (SE) is seeking eligible contractors that have the capability to furnish equipment required to replace the fire alarm system in the Kings Bay dry dock. This MR is in support of the various repairs to the Dry Dock at SUBASE Kings Bay (Solicitation Number N69450-19-R-0508). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. The existing fire alarm reporting system at NSB Kings Bay is manufactured by Seaboard Electronics, Inc. (Seaboard). The Seaboard system was installed in the 1980s. As of 2019, the system has never been upgraded. The Seaboard system is configured for one-way communications whereby alarm signals from each building are transmitted to the "head-end" receiver with a server and a computer workstation interface. The signals are then re-transmitted to the Regional Dispatch Center (RDC) located at NAS Jacksonville, FL via LAMAS server/network. The work under N69450-19-R-0508 includes the installation of a new base-wide fire alarm reporting system "head-end" receiver, including primary and redundant receivers, user workstation, primary and redundant antennas connected to each receiver, connection to base utilities and LAMAS interface for communication with RDC. Also, all transmitters at the dry dock will be replaced. The Government's intent is NOT to replace the existing Seaboard components in the other 300+ buildings throughout the base. Through previous market research, the Government has identified that Monaco Enterprises is capable of providing an interface between the Seaboard System and the RDC. The Government is seeking to identify if other equipment is capable of performing the interface between the Seaboard System and RDC. A detailed list of the products can be found in Part 2 of the attached specification (28 31 02.00 20). All products must be provided through a single manufacturer and not purchased individually through multiple manufacturers. This package shall be sent by email, no larger than 6 MB, to the following email addresses: Barbara.Czinder@navy.mil and Stephen.Sparks@navy.mil. All responsible sources may identify their interest and provide a complete technical capabilities package in response to this this notice. This notice is not a request for competitive proposals. Responses must be received at the email addresses cited or via mail no later than 3:00 PM Eastern Time on 18 October 2019. However, all responses received within 15 calendar days after date of publication of this sources sought notice will be considered by the Government.
