Description
Synopsis: The Intelligence and Information Warfare Directorate (I2WD) is seeking information from Industry regarding high altitude and low earth orbit sensing systems to support Indications, Warnings and Targeting applications. I2WD is seeking information on advanced concepts and capabilities for: 1. Signals Intelligence (SIGINT) systems to operate on manned or unmanned high altitude fixed wing aircraft. 2. SIGINT systems to operate on stratospheric balloons. 3. SIGINT systems to operate on Low Earth Orbit Satellites. Disclaimer: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This is a Request for Information (RFI) and I2WD is currently conducting market research only. No award is intended as a result of this synopsis. The Government will not reimburse costs incurred by Respondent in response to this RFI, or for participating in information exchange regarding details of the RFI. Due Date: 30 days from posting Description: I2WD is interested in receiving information regarding proposed approaches to meet high altitude and low earth orbit SIGINT sensing requirements to include: 1. SIGINT sensing capabilities that must operate on Low Earth Orbit satellites. 2. All sensing concepts must be at least a Technology Readiness Level (TRL) of 4. 3. SIGINT sensing capabilities do not have to be common across aircraft, stratospheric balloons, and Low Earth Orbit satellite platforms. Requested Information: I2WD requests the following information for each SIGINT sensing capability: 1. Substantiation of the indicated TRL. 2. Information regarding equipment and antenna array size, weight, power, and cooling requirements. 3. System functions supported and performance parameters to include frequency range, detection and processing bandwidths, number of receivers and channels, antenna gain, sensitivity, dynamic range, storage capacity, geolocation techniques, geolocation accuracy, simultaneity, throughput, field of view, signal sets, etc. 4. Capabilities for limiting field of view, co-channel and adjacent channel interference. 5. Rough Order of Magnitude unit cost and schedule for a quantity of 3 units. 6. Projected level of effort (schedule and cost) to achieve a TRL of 7. 7. Assumptions made in order to achieve the indicated levels of performance (i.e. target types and density, antenna arrays, number of platforms, terrain assumptions). 8. Description of processing capabilities (on-board, off-board, near real time, etc.) 9. Information on operating systems, programming languages, and accreditation. 10. Information on form factor, system modularity, reconfigurability, expandability and how proposed systems support modular open system requirements. 11. Information on how proposed systems support joint interface control document/joint airborne SIGNT compliance. 12. RFI responses do not have to address all three platforms specified. Responses for sensing capabilities on a singular platform are acceptable. Submission Requirements: 1. All documents shall be portion marked IAW DoDM 5200.01-V2. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions (submitted material will not be returned). a. Format shall be Microsoft Word or Adobe Acrobat Reader. Font size shall NOT be smaller than 12-point Times New Roman or Arial. Corresponding responses should be no more than 20 written pages. b. Unclassified responses must be submitted via email to: usarmy.apg.ccdc-c5isr.mbx.i2wd-Halo-rfi@mail.mil c. For shipping of SECRET or higher classification material to I2WD contact usarmy.apg.ccdc-c5isr.mbx.i2wd-Halo-rfi@mail.smil.mil for shipping instructions. c. Responses submitted by contractors that contain U.S. classified military information generated in conjunction with a DOD program should be classified in accordance with the applicable Security Classification Guide (SCG). Please include a copy of the SCG with the submission. Only U.S. citizens are authorized to respond to this RFI. d. Responses may be reviewed by I2WD Systems engineering and technical assistance (SETA) contractors.
