Description: This requirement is for a U.S. or foreign flag, self-sustaining, container vessel capable of carrying a minimum of 137 ammunition TEUs with a net explosive weight of 25,374 pounds, while satisfying all applicable regulatory segregation and compatibility requirements. Vessel must be certified to carry Hazardous Class 1 material (all Divisions) in each stow area above and below deck and Hazardous Class 2.2 and 4.2 material in at least one stow area on the vessel. This shall be documented in the vessel's Document of Compliance for the Carriage of Dangerous Goods. Vessel must be capable of 13 knots minimum when laden. Vessel must not exceed a maximum length overall of 240 meters (787.4 feet), a laden draft of 10.4 meters (34.1feet), and a maximum beam of 30.1 meters (98.6 feet). 17. The place/range of delivery and redelivery is the Military Ocean Terminal, Sunny Point, NC (USA). The layday commences and cancels 10 November 2019, and the period of performance is about 29 days. 18. Set-aside Status: N/A. The decision to release this solicitation as "Unrestricted" is based on responses received from a recent market survey for this service. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. MSC's Deputy Associate Director of Small Business has concurred with this decision.
